The Health Licensing Office (Office), Board of Cosmetology (COS) and Board of Certified Advanced Estheticians (CAE) are currently seeking interested parties to serve as experts on three different Rules Advisory Committees (RAC). RAC's provide an opportunity for external experts, individuals, entities and advocates to provide input and recommendations to the governing body(s) during the rulemaking process.
Each RAC will be made up of 10 to 12 members depending on the interest received. When considering individuals to serve on a RAC several factors influence the decision including geographic location, diversity, and expertise in the industry. The initial RACs will be held in-person at HLO. Future meetings may be held virtually which will be determined prior to the meeting. Participation by members in ALL scheduled RAC meetings is essential to the rulemaking process. Please be sure you can attend specific meetings before applying.
Joint Esthetic & Advanced Esthetic (Joint) Rules Advisory Committee
The Joint RAC will engage in collaborative rulemaking regarding HB 2970 including defining devices for both professions. The Joint RAC will meet on August 23 and September 15 at 9 a.m. at HLO in Salem, Oregon. Interest forms are being accepted for the following positions:
Board of Cosmetology (COS) Rules Advisory Committee
The COS RAC will engage in rulemaking process to integrate suggestions from the Joint RAC related to HB 2970 and other relevant administrative rules changes. The COS RAC will meet on October 7 at 9 a.m. at HLO in Salem, Oregon. Interest forms are being accepted for the following positions:
Board of Certified Advanced Estheticians (CAE) Rules Advisory Committee
The CAE RAC will engage in rulemaking process to integrate suggestions from the Joint RAC related to HB 2970 and other relevant administrative rules changes. The CAE RAC will meet on September 30 at 9 a.m. at HLO in Salem, Oregon. Interest forms are being accepted for the following positions:
HB 2970 was signed into law effective June 23, 2021. This new statutory language has been incorporated into the existing Oregon Revised Statute language from the 2019 edition, and you can access both unofficial copies below:
