In 2013, House Bill 2216 directed the Oregon Health Authority to establish an incentive metric program for Oregon’s diagnosis-related group (DRG) hospitals. The Hospital Transformation Performance Program (HTPP) was established in 2014 and ran for four years, sunsetting in 2017. Measures and targets were selected by the nine-member Hospital Performance Metrics Advisory Committee, with operational expertise provided by Technical Advisory Group.
Over the four years of the program, Oregon’s 28 DRG hospitals collectively earned more than $477 million by achieving benchmarks or demonstrating improvement on the 11 metrics selected by the Committee. These metrics were designed to indicate how well hospitals were advancing health system transformation by improving the quality of care, reducing costs, and improving patient safety.
The Hospital Performance Metrics Program was another example of Oregon’s health system transformation through increased transparency, accountability and paying for value rather than volume of service. Although the program has sunset, the state and our hospital partners remain highly committed to hospital performance as an important contributor along the continuum of health care.
