Value-based payment overview
Value-based payment (VBP) is one of the Oregon Health Authority’s (OHA’s) primary strategies for achieving the triple aim of better health, better care and lower costs for all Oregonians. Whereas the traditional fee-for-service payment model results in a fragmented system and unnecessary costs, transitioning to VBP increases flexibility and incentives for providers to deliver patient-centered, whole person care.

VBP is the concept of paying for quality rather than quantity of health care. In traditional fee-for-service payment each service has a set price. Services include exams, procedures and tests. This creates a system that rewards providing more services whether or not they improve patient health. Currently, the majority of health care is paid based on fee-for-service.

Shifting to VBP means creating a system where patients get the care they need, when they need it, and don’t get unnecessary care. Over time, VBP will reduce the need for expensive acute care by rewarding preventive care that keeps people healthy. Successful VBP arrangements require an active partnership as payers and provider entities shift from a volume to a value focus.
The
OHA VBP Toolkit is designed to help clinicians, provider entities and their payer partners prepare for new VBP arrangements, implement these arrangements, and overcome specific challenges to operating successfully within increasingly advanced VBP models. The toolkit includes instructive content, case studies and VBP models for specific care delivery areas, including:
