People of Any Age or Immigration Status May Qualify for Full Oregon Health Plan (OHP) Benefits

As of July 1, 2023, people of all ages who meet income and other criteria qualify for full OHP benefits and other services and supports, no matter their immigration status.

How Is This Possible?

House Bill 3352 (2021) put into law a program called “Cover All People.” The program is now known as “Healthier Oregon.”

Who Is Eligible?

Thanks to Healthier Oregon, people may now qualify for OHP if they:

  • Live in Oregon, and
  • Meet income and other criteria.

Starting July 1, 2023, immigration/citizenship status no longer affects whether someone qualifies for OHP.

For example:

  • Before, a 45-year-old without a qualifying immigration status could only get CWM benefits (also known as emergency Medicaid).
  • As of July 1, 2023, this person is eligible for full OHP benefits.

​Yes, you will automatically move from CWM to full OHP benefits.

​​No, you will not need to wait five years. However, you need to meet all other OHP eligibility requirements.

​Yes. Once you get a notice from OHP saying you are eligible for full benefits, log in to HealthCare.gov and report your new coverage.

You no longer qualify for financial assistance through the Marketplace when you are eligible for full OHP benefits.
