Governor's Balanced Budget, Oregon Health Authority Webinar

2012 Oregon Health Authority Budget Rebalance
The OHA 2012 budget rebalance was approved by the legislature as part of SB 5701. You can see the entire budget on the state legislature's page or you can view just the OHA section.
OHA 2011-13 General Fund Reduction Request
As a result of the ongoing economic weakness facing the state and the potential for additional projected revenue declines in future forecasts, Oregon's Legislative Fiscal Office (LFO) requested the submission of reduction options from all state agencies.
LFO requested a list of a total of 10.5% in reduction options below the 2011-13 legislatively adopted budget level (and including the 3.5% supplemental ending balance adjustment amount.)
Thanks to those across the state that submitted feedback on the draft budget reduction options. OHA considered feedback and as in prior budget reduction requests, considered key criteria in attempting to prioritize where to offer the program and administrative reductions.
This list reflects work that has been done to find increased efficiencies and that work is ongoing. With the proposed transformation of the Oregon Health Plan delivery system, OHA will continue to look for ways to streamline processes to support the work being done by our partners in the private health care community.

Note: This report does not include a nearly $24 million reduction for a Supplemental Statewide Ending Balance. In addition, this report was prepared before the budget was finalized, and does not include changes made in the final days of session.

Agency request budget
The OHA agency request budget (ARB) was developed using a "current service level" basis that does not take the state's revenue constraints into account. The Governor's Balanced Budget uses a different budgeting method, based on available revenues projected for 2011-2013.
OHA will be using the Governor's Balanced Budget as a basis for budget presentations to the Legislature as lawmakers work to create the final legislatively approved 2011-2013 budget. For background information, here is the ARB:
