Rent Guarantee Program

Oregon Housing and Community Services (OHCS) was directed by the 79th Oregon Legislative Assembly to develop and implement a Rent Guarantee Program to provide incentives and financial assistance to landlords that rent or lease to low income households, with housing barriers and who have completed a Tenant Readiness Education class, and that may be homeless or unstably housed and at-risk of homelessness, by guaranteeing payments to landlords for unpaid rent and for eviction and property damage costs, within certain limits and upon tenant's exit from the program if it is within the first 12 month's of the rental or lease agreement.

Funding for this program is limited and is dependent upon state budget allocation. If the program depletes before receipt of any new allocation, program providers will be notified in writing. There is no guarantee that new funds will be made available.

This program is not currently accepting applications for new Program Providers.

If you wish to become a Program Provider, you may contact a current program provider and determine if they are able to accept your organization as a subrecipient. A list of Program Providers is available below.
