A public hearing will be held on Friday, June 14, 2019 at 9:00 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon 97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance. The proceeds of the bonds will be used to finance or refinance the acquisition, construction and equipping of the multi-family apartment project described below.  The total amount of bonds to be issued under the plan of finance will not exceed $17,000,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

NOTICE OF REGULAR MEETING OF BOARD OF DIRECTORS OF OREGON AFFORDABLE HOUSING ASSISTANCE CORPORATION

The undersigned President of Oregon Affordable Housing Assistance Corporation, an Oregon nonprofit public benefit corporation (the “Corporation”), hereby calls a regularly scheduled meeting of the Board of Directors of the Corporation in accordance with Section 65.344 of the Oregon Revised Statutes.

Notice of Public Comment Period

The State of Oregon through its agencies: Oregon Housing and Community Services, Oregon Health Authority, and Oregon Business Development Department, are seeking public comments for our priorities for housing and community development on the Oregon:

Prop​osed 2019 Annual Action Plan (AAP)

The AAP addresses the use of HOME Investment Partnership Program, National Housing Trust Fund, Community Development Block Grant, Emergency Solutions Grant, and Housing Opportunities for People with HIV/AIDS funds and Oregon Fair Housing Issues for the program year January 1, 2019 through December 31, 2019.

All Oregon residents are invited to submit comments during the 30-day public comment period beginning May 14, 2018 and ending June 14, 2019. Written comments may be submitted to Oregon Housing and Community Services; attention Rick Ruzicka, Operations and Policy Analyst, 725 Summer Street NE, Suite B, Salem, OR 97301-1266, or by e-mail at Rick.Ruzicka@oregon.gov.  Verbal comments may be submitted by calling 503-986-6824. Comments are due no later than Monday, June 13, 2019 at 5 pm.

Summary: The LAP program has been open since November of 2018 and no applications have been submitted to OHCS as of this date. In conversations with our partners regarding the slow utilization of funds, it was felt that the land appraisal requirements at time of application may be a barrier. It was determined that the application process should amend this requirement without negatively affecting program integrity. The rule change is therefore necessitated to update the Program Manual and process to submit application documents.

The proposed changes are included in the attached Program Manual. The proposed change eliminates the requirement of an applicant to provide a land appraisal at the time of application. It also allows the use of less costly, more easily accessible documents at the time of application, specifically the assessed value document from the local government or a broker opinion letter. A land appraisal is still required prior to closing
