Notice of Public Hearing for the Financing of Multi-Family Housing Development
with Proceeds from the Sale of Tax-Exempt Revenue Bonds

A public hearing will be held on Friday, August 16, 2019 at 9:45 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon 97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance. The proceeds of the bonds will be used to finance or refinance the acquisition, construction and rehabilitation of the multi-family apartment project described below.  The total amount of bonds to be issued under the plan of finance will not exceed $7,800,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

A public hearing will be held on Friday, August 16, 2019 at 9:30 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon 97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance. The proceeds of the bonds will be used to finance or refinance the acquisition, construction and rehabilitation of the multi-family apartment projects described below.  The maximum principal amount of bonds to be issued under the plan of finance will not exceed $11,500,000.  The total of the maximum principal amounts listed below for each Project exceeds the maximum total principal amount of bonds that may issued to finance all the projects; nevertheless, the maximum total principal amount of bonds that may be issued is $11,500,000. All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

         FOR THE SALE OF TAX-EXEMPT SINGLE-FAMILY MORTGAGE BONDS

                                                           STATE OF OREGON

                         HOUSING AND COMMUNITY SERVICES DEPARTMENT

The Oregon Housing and Community Services Department (the "Department") will hold a public hearing at 9:00 a.m. on Tuesday, August 6, 2019, in Room B-221 at 725 Summer Street NE, Suite B, Salem, Oregon, at which time any person may be heard regarding its proposed plan of financing. The Department proposes to issue tax-exempt single-family mortgage bonds to finance and/or refund bonds that were used to finance the acquisition, construction and improvement of owner-occupied residences for qualified persons in the State (the “Program").  The bonds will be issued in one or more series, in an aggregate amount not to exceed $200 million, over no more than a 3-year period, pursuant to a common plan of finance. 

The Department will consider the information obtained at the public hearing and take appropriate action that it may deem warranted including submission of a transcript of the hearing to the Governor, or State Treasurer, who must approve or disapprove, pursuant to Section 147(f) of the Internal Revenue Code of 1986, the issuance of the above-referenced tax-exempt bonds to finance the Program.  It is the intention of the Department to issue these tax-exempt obligations on behalf of the State, the first issue of which is expected to be September 2019.

All interested persons are invited to present comments at the public hearing (or to forward their written comments to the Department at the address shown below) concerning the issuance of the bonds and the purpose thereof.

Public Notice for Proposed 2018 Consolidated Annual Performance Evaluation Report (CAPER)

The CAPER is a report on the use of HOME Investment Partnership Program, National Housing Trust Fund, Community Development Block Grant, Emergency Solutions Grant, Housing Opportunities for People with HIV/AIDS funds and Oregon fair housing issues for the program year January 1, 2018 through December 31, 2018.

All Oregon residents are invited to submit comments during the 15-day public comment period beginning July 1, 2019 and ending July 15, 2019. The proceeds of the bonds will be used to finance or refinance the acquisition, construction, and rehabilitation of the multi-family apartment projects described below.  The maximum principal amount of bonds to be issued under the plan of finance will not exceed $48,000,000. The total of the maximum principal amounts listed below for each Project exceeds the maximum total principal amount of bonds that may issued to finance all the projects; nevertheless, the maximum total principal amount of bonds that may be issued is $48,000,000. All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

The State of Oregon through its agencies: Oregon Housing and Community Services, Oregon Health Authority, and Oregon Business Development Department, are seeking public comments for our priorities for housing and community development on the Oregon:

Prop​osed 2019 Annual Action Plan (AAP)

The AAP addresses the use of HOME Investment Partnership Program, National Housing Trust Fund, Community Development Block Grant, Emergency Solutions Grant, and Housing Opportunities for People with HIV/AIDS funds and Oregon Fair Housing Issues for the program year January 1, 2019 through December 31, 2019.

All Oregon residents are invited to submit comments during the 30-day public comment period beginning May 14, 2018 and ending June 14, 2019. Written comments may be submitted to Oregon Housing and Community Services; attention Rick Ruzicka, Operations and Policy Analyst, 725 Summer Street NE, Suite B, Salem, OR 97301-1266, or by e-mail at Rick.Ruzicka@oregon.gov.  Verbal comments may be submitted by calling 503-986-6824.
