Notice of Public Hearing for the Financing of Multi-Family Housing Development with Proceeds from the Sale of Tax-Exempt Revenue Bonds
 
A public hearing will be held on Thursday September 27, 2018 at 10:30 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon  97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance. The proceeds of the bonds will be used to finance or refinance the acquisition, construction, and rehabilitation the multi-family apartment project described below, the initial owner, operator or manager of which will be the persons/entities set forth below.  The total amount of bonds to be issued under the plan of finance to finance the project will not exceed $10,000,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.
 
The meeting is accessible to persons with disabilities and to non-English speakers.  Requests for accommodation should be made at least 48 hours before the meeting by calling 503-986-2000, or by emailing HCS.Reception@oregon.gov.

Summary: The Affordable Housing Land Acquisition Revolving Loan Program (LAP) was created by HB 2912 in 2017. The purpose of the program is to provide financial assistance to eligible organizations for the purchase of land for affordable housing development. Because competition for developable land is so fierce, this program provides service related agencies the ability to compete for developable property as it comes on the market. The property can then be land banked as financing and operational aspects are put in place. Affordable housing development must take place within an 8 year timeframe.

The undersigned President of Oregon Affordable Housing Assistance Corporation, an Oregon nonprofit public benefit corporation (the “Corporation”), hereby calls a regularly scheduled meeting of the Board of Directors of the Corporation in accordance with Section 65.344 of the Oregon Revised Statutes.

Caption: Adopts new rules to provide clarity for eligibility requirements and administration of the SHOW Program

Summary: OAR 813-207-0000 establishes the administrator of the SHOW Program, its purpose, and incorporates the SHOW Program Manual.

OAR 813-207-0010 defines essential terms related to the SHOW Program.
OAR 813-207-0020 provides guidelines as to the SHOW Program funding and the process related to conducting the Petroleum Supplier Assessment.
OAR 813-207-0030 provides guidance related to procuring grant agreements for community organizations to perform weatherization on behalf of low-income households.
OAR 813-207-0040 outlines those eligible applicants for the SHOW Program.
OAR 813-207-0050 outlines the required process and documents for applying for the SHOW Program.
OAR 813-207-0060 describes the cash payments awarded to eligible SHOW Program applicants.
OAR 813-207-0070 outlines specific guidelines for eligible energy conservation measures.
OAR 813-207-0080 stipulates contractor and program Grantee warranty requirements.
OAR 813-207-0090 provides guidance on any falsified application materials.

OHCS is hosting three outreach meetings to discuss ideas and suggestions for potential program changes and funding plans for the expanded Document Recording Fee resources, made possible by the passage of HB 4007 in the 2018 Legislative Session.

All meetings will be held in Room 124 at OHCS in Salem (725 Summer Street NE, Salem, OR 97301) and we are making arrangements for remote participation for those unable to travel to Salem. Please RSVP to receive instructions and details for remote access.
