Notice of Public Hearing for the Sale of Tax-Exempt Single-Family Mortgage Bonds
 
The Oregon Housing and Community Services Department (the "Department") will hold a public hearing at 10:00 a.m. on  Thursday July 26, 2018, in Room B-221 at 725 Summer Street NE, Suite B, Salem, Oregon, at which time any person may be heard regarding its proposed plan of financing. The Department proposes to issue tax-exempt single-family mortgage bonds to finance and/or refund bonds that were used to finance the acquisition, construction and improvement of owner-occupied residences for qualified persons in the State (the “Program").  The bonds will be issued in one or more series, in an aggregate amount not to exceed $200 million, over not more than a 3-year period, pursuant to a common plan of finance. 
 
The Department will consider the information obtained at the public hearing and take appropriate action that it may deem warranted including submission of a transcript of the hearing to the Governor, or State Treasurer, who must approve or disapprove, pursuant to Section 147(f) of the Internal Revenue Code of 1986, the issuance of the above-referenced tax-exempt bonds to finance the Program.  It is the intention of the Department to issue these tax-exempt obligations on behalf of the State, the first issue of which is expected to be September 2018.
 
All interested persons are invited to present comments at the public hearing (or to forward their written comments to the Department at the address shown below) concerning the issuance of the bonds and the purpose therefore.

Notice of Public Hearing for the Financing of Multi-Family Housing Development with Proceeds from the Sale of Tax-Exempt Revenue Bonds
 
A public hearing will be held on Thursday July 26, 2018 at 8:30 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon  97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance. The proceeds of the bonds will be used to finance or refinance the acquisition, construction, and rehabilitation the multi-family apartment project described below, the initial owner, operator or manager of which will be the persons/entities set forth below.  The total amount of bonds to be issued under the plan of finance to finance the project will not exceed $23,100,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

OHCS is hosting three outreach meetings to discuss ideas and suggestions for potential program changes and funding plans for the expanded Document Recording Fee resources, made possible by the passage of HB 4007 in the 2018 Legislative Session.

All meetings will be held in Room 124 at OHCS in Salem (725 Summer Street NE, Salem, OR 97301) and we are making arrangements for remote participation for those unable to travel to Salem. Please RSVP to receive instructions and details for remote access.

Summary: The rules are needed to implement the publicly supported housing preservation program. This is a new program (HB 2002) that establishes a process for preservation of affordability of participating properties that would likely result in withdrawal from the state inventory of publicly supported housing. The program requests owners to notify OHCS and local government when a participating property is 2-years away from termination or expiration of affordability restrictions, as well as a notice prior to 13-months of an opportunity to offer to purchase a participating property by a qualified purchaser (OHCS/Designee or local government). For new contracts executed or renewed on or after October 6, 2017, the program also provides a right of first refusal process for qualified purchasers when the owner seeks to sell the property to a third-party that will result in withdrawal of a participating property from the publicly supported housing inventory. The program also works with the publicly supported housing inventory (also known as the Oregon Affordable Housing Inventory/OAHI), to provide data to the public and identify participating properties that may be withdrawn from the inventory.

Caption: Adopts new rules to provide clarity for eligibility requirements and administration of the SHOW Program

Summary: OAR 813-207-0000 establishes the administrator of the SHOW Program, its purpose, and incorporates the SHOW Program Manual.

OAR 813-207-0010 defines essential terms related to the SHOW Program.

OAR 813-207-0020 provides guidelines as to the SHOW Program funding and the process related to conducting the Petroleum Supplier Assessment.

OAR 813-207-0030 provides guidance related to procuring grant agreements for community organizations to perform weatherization on behalf of low-income households.

OAR 813-207-0040 outlines those eligible applicants for the SHOW Program.

OAR 813-207-0050 outlines the required process and documents for applying for the SHOW Program.

OAR 813-207-0060 describes the cash payments awarded to eligible SHOW Program applicants.

Summary: The proposed rule changes will allow Neighborhood Partnerships to align the IDA Standard Operations Procedure. The Department worked with DOJ to assist with minor editing changes and clarify the roles between the Department, the Department’s administrative designee and the fiduciary organizations.
