A public hearing will be held on Friday, February 14, 2020 at 11:30 a.m. at 725 Summer Street NE, Suite B, Salem, Oregon 97301-1266 in Room B-221.  The Department will receive comments on its proposed issuance of one or more issues of tax-exempt multi-family housing revenue bonds issued under a plan of finance. The proceeds of the bonds will be ​used to finance or refinance the development, construction and equipping of the multi-family apartment project described below.  The total amount of bonds to be issued under the plan of finance will not exceed $13,000,000.  All interested parties are invited to attend the public hearing or to forward their written comments to the Department at the address shown below.  Oral testimony at the hearing may be reasonably limited by the Department.

Caption: Updating the Social Security COLA and Medicare premium for the calculator in the manual.

Summary: These updates are from the SSA, not the state, and they are not negotiable. If we do not implement these changes, failure to amend the rule would cause the program to be out of compliance. Some applicants might not be able to qualify for the program without this information. We cannot calculate gross income without this information, which is the reason for the calculator to begin with. The calculator has to be available at this point in time to be able to effectively qualify applicants and stay within program compliance.

Notice of Public Comment Period for the Proposed 2019 Qualified Allocation Plan (QAP) for the Low Income Housing Tax Credit Program

The Low Income Housing Tax Credit (LIHTC) program was created under the Tax Reform Act of 1986. The LIHTC program is jointly administered by the United States Treasury Department Internal Revenue Service (IRS) and state tax credit allocation agencies, such as the Oregon Housing and Community Services Department (OHCS).   While the IRS establishes a wide array of LIHTC program parameters and requirements, each tax credit allocation agency must create its own QAP to establish detailed policies on how the state allocates and executes LIHTC in projects.  The IRS establishes, in its Section 42 federal tax credit regulations, the criteria that must be addressed within a QAP. 

The QAP is therefore the required plan document which establishes program criteria for the state’s Low Income Housing Tax Credit (LIHTC) programs. It is responsive to specific requirements established by the IRS for these programs, and includes guidance for both the competitive 9% LIHTC Program as well as the 4% LIHTC Program. 

All Oregon residents are invited to submit comments during the 30-day public comment period beginning September 6, 2019 and ending October 7, 2019. Written comments may be submitted to Oregon Housing and Community Services; attention Tai Dunson-Strane, 725 Summer Street NE, Suite B, Salem, OR 97301-1266, or by e-mail at HCS.QAP@oregon.gov.          FOR THE SALE OF TAX-EXEMPT SINGLE-FAMILY MORTGAGE BONDS

                                                           STATE OF OREGON

                         HOUSING AND COMMUNITY SERVICES DEPARTMENT

The Oregon Housing and Community Services Department (the "Department") will hold a public hearing at 9:00 a.m. on Tuesday, August 6, 2019, in Room B-221 at 725 Summer Street NE, Suite B, Salem, Oregon, at which time any person may be heard regarding its proposed plan of financing. The Department proposes to issue tax-exempt single-family mortgage bonds to finance and/or refund bonds that were used to finance the acquisition, construction and improvement of owner-occupied residences for qualified persons in the State (the “Program").  The bonds will be issued in one or more series, in an aggregate amount not to exceed $200 million, over no more than a 3-year period, pursuant to a common plan of finance. 

The Department will consider the information obtained at the public hearing and take appropriate action that it may deem warranted including submission of a transcript of the hearing to the Governor, or State Treasurer, who must approve or disapprove, pursuant to Section 147(f) of the Internal Revenue Code of 1986, the issuance of the above-referenced tax-exempt bonds to finance the Program.  It is the intention of the Department to issue these tax-exempt obligations on behalf of the State, the first issue of which is expected to be September 2019.

All interested persons are invited to present comments at the public hearing (or to forward their written comments to the Department at the address shown below) concerning the issuance of the bonds and the purpose thereof.

The State of Oregon through its agencies: Oregon Housing and Community Services, Oregon Health Authority, and Oregon Business Development Department, are seeking public comments for our priorities for housing and community development on the Oregon:

Prop​osed 2019 Annual Action Plan (AAP)

The AAP addresses the use of HOME Investment Partnership Program, National Housing Trust Fund, Community Development Block Grant, Emergency Solutions Grant, and Housing Opportunities for People with HIV/AIDS funds and Oregon Fair Housing Issues for the program year January 1, 2019 through December 31, 2019.

All Oregon residents are invited to submit comments during the 30-day public comment period beginning May 14, 2018 and ending June 14, 2019.
