Housing Choice Vouchers:
Landlord Guarantee Assistance

Oregon Housing and Community Services (OHCS) was directed by the 77th Oregon Legislative Assembly to both: develop and implement the Housing Choice Landlord Guarantee Program, and convene a Housing Choice Advisory Committee.

The Housing Choice Advisory Committee is made up of representatives of landlords, tenants, and public housing authorities. It advises the Department with respect to the Housing Choice
Voucher Program; it discusses best practices for maximizing participation by landlords and tenants; it develops strategies and measures for gauging the effectiveness of the program, and monitors the Landlord Guarantee Fund.

Funding for this program is limited and is dependent upon state budget allocation. If the program depletes before receipt of any new allocation, landlords will be notified in writing and applications received by OHCS will be retained. If new funds are received, applications will be processed​ in the order that they were received. There is no guarantee that new funds will be made available.

The Housing Choice Landlord Guarantee Program is designed to provide financial assistance to landlords to mitigate damages caused by tenants as a result of their occupancy, beginning after July 1, 2014, under the HUD Housing Choice Voucher Program, also known as Section 8.

Tenants with Housing Choice vouchers for veterans, also known as Veterans Affairs Supportive Housing or VASH, are also eligible.

The Housing Choice Landlord Guarantee Program can reimburse for damages caused by a Housing Choice Voucher Program tenant. Damages do not include normal wear and tear or renovation costs. Costs should be well documented. Documentation should provide justification of costs and must include depreciation for length of time the item was in service. You may use the Damage Detail Form to document your costs or you may review the examples below of actual documentation that has been received.
