Core-Development Manual (CDM)​
Formerly the​ Project Development Manual (PDM)

The Core-Development Manual (CDM) defines the Department's requirements and expectations related to project due-diligence, planning, design, rehabilitation, and the construction aspects of housing development undertaken with funding assistance provided through one or more Department administered programs. The PDM is distinguished from the Department's funding allocation processes and program guidance materials by its specific focus on Core-Development activities e.g. those activities connected directly with the physical planning, creation, modification, and delivery of housing funded by the Department.

The CDM is applicable to housing projects that are seeking new funding from the department and to projects involving modifications or additions to properties that already exist within the Department's Asset Management Portfolio even when such projects are not seeking new funding from the Department.​

Effective January 1, 2020
Applies to projects where applications for funding are received on or after January 1, 2020.

Applies to projects where applications for funding are received on or after January 1, 2019 through December 31, 2019.

Project teams many use the most current CDM forms in the folder below or they may use the forms that are included in the Version of the CDM/PDM that is applicable to their project. Where forms are not available in the folder below, the form from the applicable CDM/PDM should be used.​
