Greetings,
Effective October 1, 2025, the Oregon EIA average rates indicated below are required to be used on all projects audited after this date.
The updated utility rates are as follows:
Electricity: Natural Gas: Propane: Heating Oil:
$0.1315/kWh
$1.2916/therm
$2.6232/gallon
$3.7010/gallon
These EIA rates must be utilized and apply to DOE, ECHO, BPA and LIHEAP funded projects. Projects may use actual published utility rates provided they are higher than the EIA rate (documentation required). OHCS will update the EIA rates annually by October 1st.
