Why are quantities of these products so limited?

For various reasons, spirits manufacturers and suppliers often choose to limit the quantity of each product they distribute in a particular state at a given time. When this occurs, a state does not have control over the number of bottles it receives to sell to customers. Product allocation amounts are determined by spirits manufacturers and suppliers.

Who is eligible to enter a Chance to Purchase Drawing?
To be eligible to participate in any Drawing, participants must be Oregon residents who are at least 21 years of age. Picture ID is required at the time of purchase. Employees or representatives of the OLCC, or the spouse, child, brother, sister, or parent of any such employees or representatives are not eligible, including liquor agents and their employees. OLCC may disqualify any person from participating in this or future drawings for failure to meet these qualifications or for any other conduct deemed by OLCC to be inconsistent with the state alcohol laws and regulations or the requirements of this drawing. OLCC is not obligated to sell the winner an item if they would not ordinarily be allowed to make a purchase under Oregon’s laws, the bottle becomes unavailable, or OLCC is precluded by other laws or legislative actions that prohibit it from selling the item.
Drawings for selected limited availability products will be open to customers who are Oregon residents, are 21 years of age or older, and who present valid identification at their local liquor store when completing their purchase of a bottle for which they have been selected to purchase.  An employee to representative of the OLCC, or the spouse, child, brother, sister, or parent of any such employee or representative are not eligible, including liquor agents and their employees.

How do I participate in a public drawing?
Individual customers may enter a drawing for limited availability products through a web based link made available on the OLCC website during the announced entry period, which will typically be a fourteen day period and will be announced through various channels ahead of the start date of the entry period. When the drawing is open, a link to the drawing will be provided on the OLCC website. The entry link will collect an individual customer’s first name, middle initial, and last name, email address, contact telephone number, and store selection for product shipment. Entries are limited to one per individual customer per individual selected product. There is no advantage to entering the drawing as soon as it opens. Everyone who enters during the entry period has an equal chance of being selected. Odds depend on the number of entries received and the number of bottles available. 

How does a multi-item drawing work?
In cases where multiple items are offered through a single drawing form, individual customers may enter any or all of the available drawings on that particular drawing offering.

OLCC will conduct the drawing for winners within seven days of the close of the drawing entry period. Customer contact information will be screened prior to drawings. Duplicate entries by a single customer will be deleted prior to the drawing. The drawing of entries will be done using random number generating software. OLCC’s Retail Service Division will validate the results of each drawing. The odds of being selected and given the opportunity to purchase a bottle from one of OLCC product drawings depends on the number of entries received. The number of bottles available and the number of entries will change with each drawing. 

Customers whose entry is selected during the random drawing process will be notified via email that their entry was selected and that the product is being shipped to the store they chose on their entry form. Once their bottle arrives at their selected store, which will take between 14 and 21 days, store staff will contact the customer using the phone number and email address they provided on their entry form.

Email notifications will not be sent to customers who did not win an opportunity to purchase a given product.

Bottles that remain unclaimed for more than two weeks after delivery will be placed on the store shelf for sale. Bottles for which the original winner is determined to be ineligible to purchase will be placed on the store shelf for sale on the next business day. Bottles in both of these cases will be sold on a first-come, first-serve basis with no customer holds allowed. OLCC employees and agents will not be eligible to purchase unclaimed bottles.

Your bottle will be shipped to the store you selected on your entry form within 14 to 21 days. Once it arrives at the store, your selected store will contact you via the phone number and/or email address you provided on your entry form. Once your store has contacted you, you may pick up your bottle. You will need to present a valid form of photo identification displaying the same name you entered on your entry form and a valid Oregon address. Entrants may not pick up bottles for other customers. Bottles will not be released to customers who do not display valid identification. Customers will be required to pay the full purchase price of the bottle.  

No. Unlicensed persons or entities are prohibited from selling alcohol in Oregon regardless of price. Trying to sell spirits purchased from OLCC to another party could result in a Class 1 misdemeanor charge.

How do I participate in a public drawing?

A random drawing will be utilized to select the winning entries for each item. The OLCC will review each entry prior to the drawing to confirm the eligibility of the participant and the entry.  The OLCC reserves the right to make determinations as to ineligible or disqualified entries.

How do I know if I'm selected?

Winners will be notified by telephone from the liquor store when the product arrives. Winner’s name must match the ID presented at time of purchase.

How will I know if I don't get selected?
Email notifications will not be sent to participants who did not get selected to purchase a given product.

I've been selected to purchase a bottle. How do I get it?
Winners will be notified via email by OLCC that their entry was selected. Winning items will be shipped to the liquor store specified on the entry. Winners will be notified by telephone from the liquor store when the product arrives. Winning items must be paid in full at time of purchase within 14 days of notification from the liquor store. 
If I am selected to purchase a rare and limited item but don’t want it, can I sell my bottle to someone else?
No. The resale of alcohol by any person not authorized by OLCC or Oregon law to do so, is a crime and punishable.  The person will be prosecuted if they attempt to resell any distilled spirits item. Anyone suspected of engaging in fraudulent or other criminal activity in connection with a Drawing or otherwise will be reported to the appropriate law enforcement authorities.
