The Process for New Liquor Stores in Oregon

New liquor store locations are selected by the OLCC. To meet the demand for distilled spirits by the public, the OLCC evaluates the state for potential areas to open a new liquor store.
Tools used to assist in determining a potential area may include:
  • population
  • demographics
  • roads and highway (new/changes)
  • zoning or land-use changes
  • distance to existing liquor stores
 
Although many people have a desire to open a new liquor store, or have an available site, locations are selected by the OLCC.

Becoming a Liquor Store Operator

The process to become a liquor store operator is quite different than obtaining a license to sell beer and wine. The application process is open and competitive to those who meet the qualifications.
