Online Application Information

The ATV Grant Program utilizes an online grant application process.


System Requirements

  • Web browsers: Firefox and  Chrome will yield the best experience. Any other browsers will give you random or incomplete results.

  • JavaScript must be enabled.

  • Pop-ups must be allowed for this site. You may need to disable pop-up blocking in your browser or configure it so that the system is able to open pop-ups.

  • Cookies must be accepted by your browser.

Application Materials


  • Online Application Instructions [PDF] This is not an ATV specific document, but all the information is applicable for ATV application information.
  • ATV Grant Manual [ PDF]

       Some O&M projects may require additional agency review and forms to be submitted along with
       their online grant application. See sections 1.11 of the current ATV Grant Manual for details.

Acquisition projects: Submit the following 5 forms.


  • Land Use Compatibility Statement Form (LUCS) [Word]

    This form needs to be completed and uploaded into the Online Grants System for Acquisition projects.
  • State Agency Contact List (PDF) (This is a list of agencies that the applicant is required to submit information about their project to).
  • Transmittal Memo (DOC) (This form is to be sent by the applicant to agencies listed as a mandatory contact on the State Agency Contact list).
  • Intergovernmental Consultation Form (DOC) (This form is to be sent, along with the Transmittal Memo, to each agency for them to complete and send back to applicant).
  • Environmental Screening Form (DOC) (This form is to be completed by the applicant and submitted with their application with information taken from agency responses from the Intergovernmental Consultation Form).

Reimbursement Forms

All progress reports and reimbursement requests will be accepted through the Online Grants System at https://oprdgrants.org
An Online Grant Reimbursement Reporting Instruction form has been created to help you through the process. These instructions apply to all OPRD grant programs.

We strongly encourage you to submit Reimbursement Requests and Quarterly Reports at least once each quarter. You must submit a progress report prior to submitting a Reimbursement Request.

For Law Enforcement Only – OPRD Law Enforcements Tracking System (LETS):
For those who have Law Enforcement grants that include ATV patrol hours and ATV administration, you will need utilize the new LETS program which is the tool to use when tracking ATV patrol hours and administration.  


Once you enter information into LETS, you can create a Quarterly Report Summary, listed under the "Reports" header, with your selected timeframe and submit it, along with a completed Grant Fund Expenditures Form (see below) into the Online Grants System as proof for patrol hours and admin time (if applicable) along with your Reimbursement Request.  The LETS report is mandatory and  replaces all versions of the Law Enforcement Quarterly Reports.


  • Law Enforcement Quarterly Report
    This form has been replaced with a report taken from the Law Enforcement Tracking System (LETS).

  • Grant Fund Expenditures Form [Word]

  • Donated Labor Log [XLS]

  • Mid-Term Report Form (Due August 1, 2018 for all 2 year ATV grants): [Word]
