Federal Agencies

State Agencies/Programs
  • Oregon Department of Environmental Quality (DEQ ) has authority for protecting water and air quality in Oregon’s Territorial Sea, including oil spill prevention/response and carrying out laws such as the Clean Water Act.
  • Oregon Department of Fish & Wildlife (ODFW ) is in charge of managing Oregon’s Fish and Wildlife, which includes enforcing fish and wildlife laws, issuing collection permits, and advising other agencies on biological issues. ODFW's marine mammal program.
  • Oregon Department of State Lands (DSL ) shares management responsibility of the intertidal with OPRD, holding the lands in trust for the public, along with being in charge of managing subtidal areas.  This includes authority over kelp harvesting.
  • Oregon Ocean Policy Advisory Council (OPAC) is an advisory group created to assist the Governor, state agencies and others with policy issues related to the Territorial Sea.
  • Oregon Marine Board (OSMB ) regulates boating activity within the Territorial Sea.
  • Department of Land Conservation & Development (DLCD ) is the coordinator for the state’s Ocean-Coastal Management Program, which includes making sure that projects from the federal to local level are consistent with the state’s coastal zone management plan and the 19 Statewide Planning Goals.
    • In partnership with several other organizations, DLCD has developed Oregon’s Coastal Atlas, which has information on rocky shores and other coastal areas in Oregon.
  • Oregon Parks & Recreation Department (OPRD) is in charge of managing over 80 coastal state parks and the 362 mile long Ocean Shore Recreation Area, which includes Oregon’s beaches and rocky intertidal areas.  OPRD issues ocean shore alteration permits including those for shore protective structures (i.e. riprap), natural product removal, miscellaneous use permits and scientific research and collection permits.
