Explosives within Oregon

A federal license from the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE / ATF) provides exemption from state registration requirements under Oregon law (SB 89, 2009). However, all individuals and companies must report the movement of explosives magazines to help safeguard first responders and communities.

This page provides links to licensing details, reporting obligations, and relevant state and federal regulations.

ORS 480.200 defines “Explosive” as a chemical compound, mixture or device, the primary or common purpose of which is to function by explosion. The term includes, but is not limited to, dynamite, pellet power, initiating explosives, detonators, safety fuses, squibs, detonation cord, igniter cord and igniters, but excludes fireworks as defined in ORS 480-110, primers and fertilizer, as defined in ORS 633.310.

  • Report when you move an explosives magazine here

  • You may also report when you install a new magazine (optional) here

SB 89 (2009) gives an exemption in Oregon for individuals who are already authorized under a license or permit issued by the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE / ATF).

Those individuals are exempt from the requirement to register with the state fire marshal under Oregon law.

Magazine Movement Reporting

The Oregon Department of the State Fire Marshal monitors explosives magazine movement.

You may report them in one of three ways:

  1. Online form: Magazine Reporting
  2. Reporting hotline: (877) 459-9366 or (503) 934-0864
  3. Email: OSFM.LP@OSFM.Oregon.Gov

Both federal (27 CFR 555.201(f)) and state regulations require companies and individuals to notify their local fire authority when explosives storage begins. For the safety of local fire agency personnel responding to your property, it is important to report all magazine movements to the hotline at (877) 459-9366 or (503) 934-0864, or by emailing OSFM.LP@OSFM.Oregon.Gov.

See the Oregon Administrative Rules and Oregon Revised Statutes.
