The Emergency Planning and Community Right to Know Act (EPCRA) created a provision for states to establish State Emergency Response Commissions (SERC) and Local Emergency Planning Committees (LEPCs).
These groups help increase the public’s knowledge of and access to facilities' chemical information. They provide an organizational structure for government and communities to work with facilities to improve chemical release preparedness to help protect the public, the environment, and emergency responders.
