Dear Members of the Oregon Racing Commission,

I am writing to express my strong support for aligning the Oregon Racing Commission’s Coggins (Equine Infectious Anemia) testing requirements with the rules established by the Oregon Department of Agriculture.

Consistency between the Commission’s regulations and the Department’s statewide standards helps ensure clarity, fairness, and practicality for horse owners, trainers, and veterinarians. When requirements differ without a compelling reason, it can create unnecessary confusion and administrative burden.

Unless there is a specific and documented need—such as a disease outbreak at other racetracks or heightened biosecurity concerns—I believe maintaining alignment with the Oregon Department of Agriculture’s rules is the most reasonable and effective approach.

Thank you for your consideration of this matter and for your continued work to protect the health of Oregon’s equine community.
