The Teacher Standards and Practices Commission filed the following PERMANENT rule changes with the Secretary of State on April 12, 2017.

Single-Subject Endorsement: Program Standards
Creates one program standard for all single-subject endorsement areas that do not require a full program (e.g. English, Social Studies, Science.)

Suspension for Resignation in Violation of Contract
Changes the 60 day notice for resignations from 60 days “prior to” to “upon or at the time of resignation.”  
The purpose of this change is to clarify the timing of reporting requirements.

Definitions for Licensure, Certification and Registration
Creates definition of prekindergarten.
 
Prekindergarten is defined as:  “Birth through age 5.”

Fees
Amends fee for background checks from “$57” to “Less than $75” as determined by the Oregon State Police.
 
The Commission does not set the actual level of the fee for background checks.  The agency collects the fee as a pass-through to the Oregon State Police.
 
Most recently, OSP lowered the fee from $57 to $55.
 
By using the terms “less than $75”, the agency will not have to go through the rule making process every time the fee is changed.
 
Also removes the specific reference to “CTE I” licenses as this title may be changed under CTE licensure redesign.

Preliminary Teaching License
Clarifies that recency   requirements do not apply to applicants moving directly from a reciprocal to a preliminary teaching license.

Professional Teaching License
Allows TOSA (Teachers on Special Assignments) experience to count toward the experience requirement for the Professional Teaching Experience Requirement.
 
Districts use TOSAs for mentors, instructional coaches and education consultants.

International Visiting Teacher License
 
Amends the IVTL to allow a fourth and fifth year extension, as permitted by US Department of State.  The current IVTL is limited to three years.
 
Removes the teaching years of experience requirement – would still need to meet the federal two year requirement.
 
Permits license to have a 120 grace period.
 
Permits term of license to extend to 18 months if district and candidate apply after Jan 1.

Special Education: Early Intervention
Defines the scope of the endorsement to begin at birth.

Evidence of Effectiveness for Initial  License Preparation
Proposal to repeal the old evidence of effectiveness rule for Initial Teaching License Preparation, 584-017-1030.  The provisions of this rule are replaced by provisions in OAR 584-017-1100, Teacher Candidate Performance Assessment.

Health Program Standards
The proposed adoption of the single subject endorsement: program standards includes advanced math, foundational math and health endorsements.
 
If the Commission approves the single subject endorsement standard, the agency will no longer require separate program standards for these areas.
