TEACHER STANDARDS AND PRACTICES COMMISSION

The Teacher Standards and Practices Commission adopted the following TEMPORARY rule changes at its meeting on June 23, 2015.  The temporary rules were filed with the Secretary of State and became effective on July 1, 2015.  Each rule is linked to a copy of temporary rule (in amended, suspended or new form).   The temporary rules are effective 07/1/2015 through 12/27/2015.  The Secretary of State will published the new temporary rules on its website on August 1, 2015. The Commission will consider adopting the temporary rules as permanent rules at its November 5, 2015 meeting.
 
SUMMARY OF MAJOR RULE CHANGES:
 
Substitute Crisis: Effective July 1, 2015, substitutes are no longer required to submit verification of PDUs earned to renew. Please read further for more information.
In 2013, the Commission added a requirement that all substitute teachers would be required to earn Professional Development Units (PDUs) to renew a substitute license. In the Spring of 2015, school districts and educational service districts brought information to the Commission pointing to a severe substitute teacher shortage in most areas of Oregon. In response to the potential crisis, the Commission decided to rescind the Professional Development Unit (PDU) requirement for substitutes, with the provision to revisit the issue in Spring of 2017. Depending on the impact of this change on the supply of substitute teachers, the Commission may rule to once again require Professional Development for renewal of a Substitute License.
Basic Skills Test: The Basic (Essential) Skills Testing is eliminated as a requirement for all licenses.
Licensure Redesign: Phase One: Beginning in 2012, the Commission convened a special committee to evaluate the current system of licensure and make recommendations to consolidate and simplify the two licensure systems currently operating (1965-1999 Basic/Standard and 1999 to present Initial/Continuing). These temporary rules are the first phase of implementing the work of the committee as approved by the Commission. Further technical assistance will be made available as we work to implement the changes into our daily operations.

(Temporary rules can only be effective for 180 days. The Commission will considering adopting these rules as permanent rules at its November 6, 2015 meeting.)
