The Teacher Standards and Practices Commission filed the following PERMANENT rule changes with the Secretary of State on December 4, 2018.  The rules became effective on December 4, 2018.

Removed proposed “new license” definition.  Revised renewal and reinstatement definitions.  Included specific rule provisions as an exception to definitions; updates statutory and rule references; eliminates obsolete definitions.

Application Processing Requirements and Procedures
Removes eligibility for the 120-day grace period for educators applying after their expiration date.
Adds an effective date of July 1, 2019 to allow time to inform educators and districts about this change. 
Changes the date of the new, renewing or reinstating license, registration or certificate from the date of issuance to the date of application.  Using the date of application will shorten the gap in licensure, as the date of issuance can be up to 10 weeks after date of application. 
Changes the word “to” to “through” in the grace period provisions to clarify that the applicant has the entire day to submit their application.

Legacy Teaching Endorsements
Allows educators who were designated as “highly qualified” in reading to be eligible for the Legacy Reading Intervention endorsement.
