Industry Consortia

The Higher Education Coordinating Commission (HECC), in partnership with the Workforce and Talent Development Board has convened statewide Consortia in three of our state’s key industry sectors—healthcare, manufacturing, and technology. Here you can find details on the Industry Consortia, including public meeting materials.

New Model for Talent Development

We are working to make the statewide talent development system more effective in meeting the needs of Oregonians, employers, and the economy over the long term. The Consortia represent a new model for the following.

  • organizing and driving statewide talent development across the education continuum, from K-12 through postsecondary education and training
  • including a variety of career-connected training opportunities, such as apprenticeships, earn-and-learn programs, and other employer-based training programs

Forum for Building Partnerships

Industry Consortia are envisioned as a forum for building partnerships that deeply engage partners across Oregon’s workforce landscape. Each Consortium is comprised of representatives from industry, education, labor, and community-based organizations who are identifying opportunities and addressing statewide sector-specific workforce development challenges. Each Consortia accomplishes the following. 

  • establishes strategic partnerships
  • develops structured processes to address shared industry goals
  • identifies industry-specific workforce needs in Oregon
  • develops recruitment strategies to increase priority population participation
  • promotes workforce education and training programs and activities in the three industry sectors

Each Industry Consortium meets quarterly.
