ODHS Office of Resilience and Emergency Management (OREM)

What we do

During an emergency or disaster, state agencies all have different roles. This is part of Oregon's Comprehensive Emergency Management Plan. Under this plan, the Oregon Department of Human Services (ODHS) has a lead role for mass care. We collaborate with other agencies, both governmental and non-governmental, to do this work.

OREM coordinates this work, including:

  • Non-medical mass care (food, water, shelter)
  • Emergency assistance (first aid, distributing supplies)
  • Assessing human services needs for people who are impacted
  • Coordinating human services and reducing barriers
  • Addressing language needs for people with limited English proficiency
