Each state must prepare a Statewide Comprehensive Outdoor Recreation Plan (SCORP) every five years to remain qualified for stateside Land and Water Conservation Fund (LWCF). In Oregon, the plan functions not only to guide the LWCF program, but also provides guidance for other OPRD administered grant programs including the Local Grant, County Opportunity Grant, Recreational Trails, and All-Terrain Vehicle Programs.
It also provides recommendations to the Oregon State Park System operations, administration, planning, development, and recreation programs. Finally, the plan provides guidance to federal, state, and local units of government, as well as the private sector, in delivering quality outdoor recreational opportunities to Oregonians and out-of-state visitors.
2025-29 Planning Effort
OPRD is currently in the process of preparing a new five-year SCORP plan for the state. The plan will build on the contributions of previous plans by quantifying and identifying the ways in which outdoor recreation provides benefits to Oregonians. In addition, the plan will address important issues facing outdoor recreation providers in the coming years. The main themes of the plan will be:
- Outdoor recreation is important to Oregonians and provides many benefits
- Over-crowding and pressure on resources are increasing
- Access, opportunity, and participation are still inequitable

The draft 2025-2029 Oregon Statewide Comprehensive Outdoor Recreation Plan (SCORP) titled “Balance and Engagement: Sustaining the Benefits for All Oregonians” and support documents are now available for public review and comment. Current Plan
The 2019-2023 Statewide Comprehensive Outdoor Recreation Plan, entitled Outdoor Recreation in Oregon: Responding to Demographic and Societal Change, constitutes Oregon’s basic five-year plan for outdoor recreation. The plan addresses five important demographic and societal changes facing outdoor recreation providers in the coming years including:
- An aging population;
- An increasingly diverse population;
- Lack of youth engagement in outdoor recreation;
- An underserved low-income population; and
- The health benefits of physical activity.
