The Office of the Public Records Advocate was created pursuant to SB 106 during the 2017 legislative session. Under the law, which can befound in
Oregon Revised Statutes Chapter 192, the Advocate is responsible for:
- providing dispute resolution services at the request of government bodies or public records requesters;
- providing training on public records laws and best practices;
- providing guidance and advice on the public records law upon request; and
- leading the Public Records Advisory Council.
Todd Albert
Todd was appointed as the Public Records Advocate by Governor Kate Brown on November 1, 2020; and confirmed in the role by the Oregon State Senate on March 4, 2021. He is an attorney dedicated to serving in the public interest, including previously as a Senior Assistant Attorney General in the Trial Division of the Oregon Department of Justice, and as Assistant Legal Counsel to the Oregon Judicial Department. Todd originally joined the office in September of 2018 as the first Deputy Public Records Advocate.
Before moving to Oregon, Todd spent the first eleven years of his legal career as a public defender at the Legal Aid Society in New York, representing indigent clients in all facets of criminal prosecution. Todd has also taught courses as a visiting professor in the Indian law program at Lewis and Clark Law School. He is a graduate of Brooklyn Law School and Boston University.

Yufeng Luo
Yufeng is Oregon’s Deputy Public Records Advocate. Before moving to Oregon for law school, Yufeng worked with Bay Area JusticeCorps, providing legal aid to self-represented litigants. After graduating from Willamette University College of Law, Yufeng worked as an Assistant Attorney General in the Civil Enforcement and Trial Divisions of the Oregon Department of Justice.
Yufeng was drawn to this role because she is interested in working with records holders and requesters to resolve disputes and promote government transparency.
