Abstract:

Geographic areas that meet the population density requirements of the National Fire Plan (1 dwelling per 40 acre or 28 persons per square mile, minimum of 4 dwellings/8 people, basic infrastructure present, county road, power, and/or phones), with primary jurisdiction assigned. Jurisdictions include city, tribes, rural fire districts, national parks and county (where none of above exists).

Purpose:

Oregon Communities At Risk assessment for 2004 for the National Fire Plan. Populated jurisdictions deliniates areas meeting the population density criteria in the National Fire Plan with the corrisponding agency with primary responsibility for life.

Jurisdictions include city, tribes, rural fire districts, national parks and county (where none of above exists).

Entity_and_Attribute_Detail_Citation:

Population density was determined using tax lot data, where existed and was available. Elsewhere, a process was used to assign the population of each census block to the geographic area most likely to have dwellings - on private land and near roads. The population density is based upon this area. Seasonal and resort communities (second homes) are largely overlooked by census data. Areas with greater than 3732 persons per square mile were assumed to be too densely populated to have hazardous fuels conditions and where excluded.

The following process was used to assign a single rating of Low, Moderate, or High to each jurisdiction: - For each community, acres of Low, Moderate, High and Very High (for Hazard only) are calculated for the area within 2 km of population densities meeting the NFP requirements - For each community, acres of Low, Moderate, High and Very High (for Hazard only) are calculated for the area within adjacent watersheds (not to exceed 8 km from population densities meeting the NFP requirements). - These acres are weighted based upon areas within 2 km being twice as important as areas further out (watershed). - A rating is assigned based upon the following conditions: Condition Final Rating Greater than 50% of weighted acres are low: (1) Low Greater than 50% of weighted acres moderate or higher, but less than 5% were high or very high: (2) Moderate Greater than 50% of weighted acres moderate or higher, and 5% or were high or very high: (3) High
