The Seventh GIS Standards Forum was held June 28, 2006, at the University of Oregon in Eugene compliments of the Oregon Community Service Center. The event was one in a series of forums for the Oregon GIS community to develop and adopt statewide data content standards for geographic information.  These semi-annual forums are used to present work in progress and to gather vital input and endorsement of standards from GIS professionals statewide. 
At the forum, the GIS community was asked to approve standards for Administrative Boundaries, Wetlands (Bioscience), and Cadastral (updated). The Administrative Boundaries and Cadastral standards will be forwarded to the Oregon Geographic Information Council (OGIC) for endorsement. A poster session highlighted Framework accomplishments. Workshops were held for LiDAR data, PLSS stewardship and Land Use Land Cover classifications.

navigatOR and Framework

navigatOR: Oregon's GIS Utility is a statewide, multilevel initiative for developing, maintaining and sharing geographic data and services. Cy Smith, Statewide GIS Coordinator, explained that navigatOR is an initiative to build a set of statewide standardized data sets within an information infrastructure designed to facilitate collaborative decisions.  
OGIC endorsed a budget proposal that includes three new positions in GEO to manage the data and $5 million in new funds for the 2007-09 biennium. OGIC also endorsed: drafting a legislative concept package to establish a governing board for navigatOR, basically reconstituting OGIC with expanded representation from local, regional, and federal government agencies, working with the Association of Oregon Counties to build partnerships for sharing framework data. 
Cy and Lindsay Ball, DAS Director, presented the navigatOR initiative to the Joint Legislative Committee on Information Management and Technology on June 20, 2006, and received a very good response.

PLSS Stewardship
  • Members of the PLSS Workgroup conducted the PLSS stewardship workshop.
  • Presentation and discusssion on Stewardship vision.
  • Invitation to join the PLSS Workgroup to help realize the vision with practical implementation measures.

Land Use/Land Cover
Jimmy Kagan of OSU and Bill Clingman of LCOG conducted this workshop. Clingman presented Lane County Regional Land Use background, usage, and maintenance processes. Kagan presented Oregon Land Cover Standard. Kagan reported national standards don’t fully address Oregon’s requirements for some residential and agricultural land uses. Discussion on proposed LU codes and classes for Oregon was lively. Kagan requested comments on Oregon LC standards by August 1, 2006. Land use and land cover will have two separate classification standards.

Poster Session
Poster Session on navigatOR Framework Vision Dennis Scofield, ODOT, coordinated a poster session of Framework successes. Taxlots, Centerlines, Surface Water and Orthoimagery were highlighted. GEO will use these posters in other venues to showcase progress.
