Oregon Senate Concurrent Resolution Number 2, passed in 1943, said, in part, "... it would not be fitting that those who remained at home should by reason thereof gain economic advantage over our patriotic defenders." ... "Let it be in the declared policy of the State of Oregon to place our returning military and naval forces as nearly as possible on the same economic equality as those who remained at home."

A veteran or servicemember must have one of the following disabilities to qualify for the automobile grant:
-- loss, or permanent loss of use, of one or both feet
-- loss, or permanent loss of use, of one or both hands, or
-- permanent impairment of vision in both eyes to a certain degree
Accommodates veterans or servicemembers with certain disabilities that resulted from an injury or disease incurred or aggravated during active military service.
