Population Management
Office of Population Management Overview

In 2006, the Office of Population Management, under the auspices of the Director’s Office, was created to provide strategic planning, oversight, and communication to processes that had become too large and complex to manage individually. A systems approach was needed to create well-planned, efficient, collaborative processes and procedures for activities related to movement and housing of inmates, and projection of future housing needs statewide as inmate populations expand. The mission and scope of business activities expanded to address the need for a more global system-wide view. OPM expanded to include capacity management of general and special housing beds, which includes inmate classification, work crew eligibility, unfenced housing, and with redesigning, managing, and auditing all systems related to inmate classification and work eligibility and high-risk inmate management. The unit also manages the inmate conflict system, Interstate Compact, Interstate Agreements of Detainer, International Transfers, case management of Oregon Youth Authority inmates, management of all inmates housed in county beds or out of state, and centralized responsibility for the Static-99 sex offender risk assessments.
Administrative Functions/Capacity and Resource Management

  • Provide an infrastructure for system-wide strategic planning, and communication.
  • Broker system-wide collaborative conversations and think tanks for innovation and continuous process improvement. Provide a global systems perspective to ensure that the right inmate is in the right bed at the right time during each phase of incarceration from intake to release.
  • Scope of activities includes operations, all aspects of systems development/redesign, strategic planning and management to ensure efficient movement and housing of all Department of Corrections inmates, including general population, special populations, and inmates housed out-of-state, in Oregon Youth Authority facilities, in federal prisons and in county facilities.
  • Coordination of systems and collaboration with stakeholders to ensure that inmates are placed in the right beds at the right times, and have the foundations for a valid “roadmap” for case management to meet their correctional objectives and other service needs.
  • Recommend and set department policy in regard to inmate classification and work eligibility, high risk inmate placement, bed capacity and resource allocation, central transfer authority, Interstate Compact and Ghosts, fire crew coordination, and working with youthful offenders.
  • Analyze need and when necessary, bring emergency beds online.
  • Respond to public and family questions and concerns regarding all aspects of inmate classification, transfer and placement.
Classification and Work Eligibility

  • Planning, policies, rules, and procedure development, coordination, implementation, training and evaluation of population management and case management systems utilized by the department. 
  • Evaluation of systems including: Inmate Classification, prison term reduction/application of earned time credits, and internal classification systems such as work placement designations, cell-mate and unfenced housing assignments.
  • Interpret and explain applicable state and federal laws and regulations, department policies and other requirements related to inmate classification.
  • Administrative reviews for classification overrides, classification appeals, Special Population Management housing assignments, and prison term modification appeals requested by inmates.
  • Administrative oversight of statewide auditing and audit teams in monitoring consistency for Inmate Classification, Prison Term Modification, and Internal Classification Systems such as work placement designations, cell-mate, and unfenced housing assignments.

High Risk Placement

  • Oversee the Special Population Management Committee, which reviews Intensive Management Unit and Administrative Housing assignments.
  • Develop and evaluate IMU/Admin Housing policies for consistency with DOC mission. Maintain a central file system for inmates housed in IMU and Administrative housing.
  • Manage DOC’s high risk inmate population system.
  • Ensures all federal, state, and case laws requirements are met with the management of high risk inmates.
  • Liaison with security threat management, law enforcement agencies, legislators, attorneys, judges, public officials and interdepartmental units/programs on high risk or high profile inmates for transfers, facility placement, court hearings, witness protection and interstate agreements.
  • Audit, develop and modify administrative rules and policies for DOC relating to the management of Special Housing inmates.

Capacity and Movement

  • Coordinate inmate bed placement and capacity use. 
  • Ongoing coordination of minimum custody inmates who are classified at community work assignments or unfenced housing placements.
  • Organize, participate, research and facilitate special projects for DOC population management. Prepare special reports as assigned for Office of Population Management administration.

Treatment Assignment Screening

  • Chair the Treatment Assignment Screening Committee (TASC).
  • Oversee treatment needs and assignment of inmates for AIP and A&D programs.
  • Develop and evaluate treatment assignments in collaboration with Institution Counselors for consistency with DOC mission.
  • Maintain a central file system for placement of inmates housed in treatment programs.
  • Ensure all federal, state, and local law requirements are met for those in treatment.
  • Liaison with law enforcement, legislators, attorneys, judges, public officials and institutional for eligibility and placement of inmates in AIP and A&D programs.
  • Audit, develop and modify administrative rules and policies for DOC related to program needs.

Central Transfer Authority

  • Oversight of all routine statewide inmate transfers.
  • In collaboration with Operations, Health Services, Transitional Services and other units, set policy for statewide routine and emergency inmate transfer.

Interstate Compact/International Transfers

  • Oversight of the Department’s Interstate Compact (ICOM) program, including review and evaluation of ICOM applications from other states, and Oregon DOC recommendations for out-of-state placement.
  • Initiate, monitor and review all contracts with other states.
  • Act as the primary DOC liaison with law enforcement agencies, attorneys, judges, DOJ, Governor’s office, legislatures, DHS, public officials and interdepartmental units/programs for ICOM inmates.
  • Respond to inquiries and provides assistance to persons accessing the Victim Information and Notification Everyday (VINE) program.
  • Responds to grievances and tort claims.
  • Coordinate all case and inmate management responsibilities for all out of state inmates housed in Oregon DOC facilities and DOC inmates housed out of state under ICOM.
  • Maintain an automated database system for monitoring and documenting ICOM inmates.
  • Oversight of the International Transfers program.
  • Assist the Governor’s Administrator with the Interstate Agreement on Detainers (IAD) transport authorization process.

Inmate Conflicts

  • Monitor and review statewide inmate/inmate and inmate/staff conflicts, both current and historical.
  • Audit the Conflict Monitoring System utilized by the department. Work with institution staff in locating facilities to house inmates with difficult placement issues due to conflicts.

Oregon Youth Authority/Ghost Caseloads

  • Oversight and coordination of DOC inmates serving their sentence in OYA facilities or recently returned to DOC from an OYA facility. Facilitate communication and assist in resolution of problems which many arise in the OYA transfer process. Represent DOC on youth issues.
  • Review OYA inmate’s earned time credit reviews, classification and work crew eligibility and supervised visits.
  • Develop and establish new programs, rules, policies and procedures for placement of OYA inmates into DOC facilities.
  • Case management of all inmates serving concurrent sentences in Oregon and another state, but housed in the other state (Ghosts).  
Fire Crews

  • Screen, coordinate placement and transfer of inmates who will be trained and deployed to fight fires to meet contracts with the State of Oregon, Department of Forestry, Bureau of Land Management and other agencies.

Centralized Static - 99R Sex Offender Risk Assessments

  • Conduct Static-99 sex offender risk assessments for those inmates who meet the criteria set by the Board of Parole and Post-Prison Supervision and DOC.
