Oregon Senate Concurrent Resolution Number 2, passed in 1943, said, in part, ". . . it would not be fitting that those who remained at home should by reason thereof gain economic advantage over our patriotic defenders." The resolution continued, "Let it be in the declared policy of the State of Oregon to place our returning military and naval forces as nearly as possible on the same economic equality as those who remained at home."

Since the time of the Civil War, Veterans of the Armed Forces have been given some degree of preference in appointments to government jobs. Recognizing that sacrifices are made by those serving in the Armed Forces, Congress enacted laws to prevent veterans seeking employment from being penalized because of the time spent in military service.
