New - ORPIN: Contracts - Composite Report 

Department of Administrative Services Procurement Services (DASPS) is the central procurement authority for those state agencies that are subject to DAS authority. The office develops, establishes, and administers statewide contracts for goods and services on behalf of state government and Oregon Cooperative Procurement Program (ORCPP) members. The reports and descriptions listed below reflect the diversity of the environment in state government contracting and procurement.

State law gives many agencies authority to enter into contracts outside the State Procurement Office. Examples include the Oregon Lottery, Judicial Department, Department of Transportation, and the Oregon University System.


New this year, a composite report that contains all versions of contracts and amendments issued in ORPIN (Oregon Procurement Information Network)
from July 1, 2009 through June 30, 2016 is provided below. This report is s
orted by agency number and is machine readable.

Note: This report provides information on contracts and amendments to contracts for state agencies who are subject to DAS contracting authority. These agencies must report their contracting activity through the Oregon Procurement Information Network (ORPIN) system. The contract values reflected in this report are estimates.

Within the ORPIN system, the contract start date may be different than the contract issued date, which is the date the data entry was completed and the contract was entered in the ORPIN system.


The ORPIN report may not include contract information for the Oregon Judicial Department, Oregon State Lottery, Oregon University System, Oregon State Treasurer, or semi-independent state agencies, boards, and commissions. Some executive branch agencies have independent contracting authority for specific goods and services (e.g., Transportation, Secretary of State, State Treasurer, Human Services, Fish and Wildlife, Parks and Recreation, Aviation, Economic and Community Development, Housing, Corrections, Veterans Affairs, Military, Education, and state agencies "specifically authorized" by any law outside the Code to "enter into a contract"). Thus, the ORPIN system may not capture contract information about those activities.

ORPIN - ODOT Contracts:
This ORPIN report provides information on some contracts and amendments issued for ODOT, and contract values reflected in the report are estimates only.


Due to ODOT's independent contracting authority, and associated independent systems for capturing contract information,ORPIN may not reflect data for some of the following types of contracting:

  • Purchases made by Purchase Order (under $75,000)
  • Work Orders issued against price agreements not originally recorded in ORPIN
  • SB 338 Go Oregon! (less than $50,000)
  • Highway Construction Contracting

There are two levels of access to ORPIN: "Anonymous Browser" and "Subscription". "Anonymous" provides access to summary information while "Subscription" provides the user the ability to view and download detailed contract information for current and expired contracts. There is no fee for this "Subscription" access. 

How to: Look-up contracts in ORPIN without a login

1.      Visit the ORPIN website at http://orpin.oregon.gov.
2.      Click on “Browse” in the menu bar.
3.      Click on “Browse Contracts”.
4.      Enter a contract number, keyword, or a supplier and hit the Search button.
5.      When results appear, click the contract number to view the Summary.

ODOT - Highway Construction Contracts Report

ODOT - Highway Construction Contract Awards Report as of June 30, 2016

These reports provide information on Highway Construction contracts issued through ODOT-specific contracting authority, from July 1, 2015 - June 30, 2016, for the Oregon Department of Transportation. The contract values in this report are amounts awarded to the contractor at the time of bid; they do not reflect final contract price or possible change orders issued after award.

Lottery Commission - Contracts Report

This report contains a list of all contracts and contract amendments executed by Lottery during the period July 1, 2015 through June 30, 2016. The data was extracted from Lottery’s financial/procurement system, Microsoft Dynamics AX.

Lottery categorizes its procurements as either “Goods”, “Services”, or “Interagency/ Interstate/Intergovernmental”. The dollar values in this report represent the total not-to-exceed amount of the contract and not what was actually paid to the contractor.

The following data is provided as an extract from the Statewide Procurement System (Oregon Procurement Information Network - ORPIN).

New this year, a composite report that contains a list of ORPIN contracts that expired between July 1, 2009 and June 30, 2016 is provided below. This report represents the full extent of electronic records of expired contracts that are tracked within ORPIN. The contract values reflected in this report are estimates only. This report is sorted by agency number and is machine readable.

Note: A number of contracts may indicate an “Amendment Date” that may exceed the “Expiration Date”.  In these instances, the “Amendment Date” reflects an automated system time/date stamp that the system appended to the contract when the electronic version was accessed or modified, not necessarily when the legal instrument (the contract itself) was modified.

This report may not include contract information for the Oregon Judicial Department, Oregon State Lottery, Oregon University System, Oregon State Treasurer, or semi-independent state agencies, boards, and commissions. In 2014 and 2015 there were many governance changes within higher education, including statutory amendments that no longer require public universities to report through the transparency website.
