A school activity vehicle that transports more than 20 passengers and meets school bus construction standards must be operated by a certified school bus driver.

SPAB

Special Pupil Acrtivity Bus (SPAB) is the term used for a private charter bus used for pupil transportation, usually applied to a chartered motorcoach.  Use of SPAB vehicles must be within the bounds of Oregon Adminitrative Rule, only by ODE-approved carriers providing ODE-certified drivers.

  Application for carrier must include documentation of OAR requirements, including: 
• completed carrier application 
  
• a copy of FMCSA SAFER insurance information 
  
• safety rating documentation (from USDOT, PTSP, or DOD)
  
• level 1 or 5 safety inspection report from CVSA with decal numbers
  
• documentation of compliance with federal drug/alcohol testing requirements
  
• driver logs for the past 6 months as requested by ODE
  
• list of SPAB vehicles by license plate to be used in pupil transportation
