Proposed Hemp Rules
The department proposes to adopt these rules to clarify existing hemp program rules, add additional options for hemp
growers including trimming under specific circumstances as well as market options like microgreens, and create
additional flexibility for those who miss the grower license application deadline. Additionally, the rules need to be
cleaned up to reflect sunset dates of several statutes.

Hemp Item Specific Information
HB 3000, 2021 Oregon Legislature, created some over lapping laws for hemp items between the Oregon Liquor and Cannabis Commission (OLCC) and ODA. The over lapping laws are around:
- sales to minors,
- use of synthetic (or lab-created) cannabinoids,
- amount of THC allowed in all products, and
- packaging and labeling requirements for hemp vape products.
