Aviation System Action Program (ASAP)
The Aviation System Action Program (ASAP) was created by the Oregon Legislature in HB2075 (2015) and made permanent in HB2434 (2021). The ASAP is funded by a tax of two cents per gallon of aviation fuel. This program provides funding to public use airports for projects such as:
- Pavement rehabilitation and reconstruction
- Maintenance and emergency equipment
- Facility upgrades
- Airport safety and security improvements
The ASAP Fund allocates and distributes proceeds from aviation fuel tax between two Programs:

Critical Oregon Airport Relief (COAR) - The COAR grant program provides funding to public use airports in Oregon for help with match requirements for FAA grants. Provides grants for projects related to resiliency and aviation related economic development.

State Owned Airports Reserve (SOAR) - The SOAR program provides funding for projects related to safety improvements and infrastructure projects at the 28 public use airports owned by ODAV.
