COAR

The Critical Oregon Airport Relief (COAR) grant program is funded through ASAP, and provides grants to public use airports in Oregon. COAR may provide up to $150,000 per eligible project. 


Eligible project types are separated into three categories:
  1. Assist Oregon public use airports with match requirements for Federal Aviation Administration (FAA)  grants
  2. Provide grants for emergency preparedness and infrastructure projects in accordance with the Oregon Resilience Plan (ORP) or Oregon Aviation Plan (OAP)
  3. Provide grants for aviation related economic development including but not limited to:
    • Critical and essential aviation services including sewer, water, navigational aids, and weather equipment;
    • Aviation related business development including hangars, parking, and related facilities;
    • Airport development for local economic benefit, including signage and marketing; and
    • Assist commercial air service to rural Oregon

COAR Cycle 10 Announcement

The Oregon Department of Aviation (ODAV) is excited to announce the opening of the Critical Oregon Airport Relief (COAR) Cycle 10 (2025-2026) application process on October 13, 2025 through October 31, 2025.
