Introduction
The CHS Manager Planner and Responder User Guide provides instructions for emergency
planners and response personnel from local and state agencies in Oregon.
This system supports planning for and responding to hazardous substance incidents,
including chemical spills, explosions, train derailments, and structure fires.
CHS Manager is designed to support a wide range of emergency planning and response
activities involving hazardous substances. The system allows authorized users
to access facility data, chemical inventories, and planning tools necessary
to protect life, property, and the environment.

Oregon Community Right to Know
The Oregon Community Right to Know and Protection Act
(Oregon Revised Statutes 453.307 through 453.414)
requires facilities that possess certain quantities of hazardous substances
to submit an annual report to the Oregon State Fire Marshal (OSFM)
through the Community Right to Know (CR2K) program.
The law also requires emergency responders to report incidents involving the
release or threatened release of hazardous substances to OSFM.
Federal Reporting Requirements
The federal Emergency Planning and Community Right to Know Act (EPCRA),
Section 312, requires certain facilities to report hazardous substance information
to the following entities:
- State Emergency Response Commission (SERC)
- Local Emergency Planning Committees (LEPC)
- Local fire agencies
In Oregon, the State Fire Marshal is designated as the State Emergency Response
Commission. Facilities meet EPCRA reporting requirements by submitting hazardous
substance information through the CR2K program.
Online Reporting Through CHS Manager
Beginning January 1, 2018, hazardous substance reporting transitioned from a paper
process to an online reporting platform.
Facilities now submit required information using the
Community Right to Know Hazardous Substance Manager, commonly referred to as
CHS Manager.
Emergency planners, responders, and members of the public may use CHS Manager
to view submitted facility information, subject to confidentiality rules
established by law.
Hazardous Substance Reporting Thresholds
Facilities are required to report demographic information and hazardous substance
details for chemicals on site that meet reportable quantity thresholds.
A hazardous substance is defined as a substance for which the Oregon Occupational
Safety and Health Administration requires the manufacturer to develop a
Safety Data Sheet.
Standard Reporting Thresholds
- 500 pounds of a solid
- 500 gallons of a liquid
- 500 cubic feet of a vaporous gas
- 500 gallons of a liquefied or cryogenic gas
Highly Toxic Substances and Explosives
- 5 gallons of a liquid
- 10 pounds of a solid
- 20 cubic feet of a gas
Extremely Hazardous Substances designated by the U.S. Environmental Protection Agency
are reportable at the specific threshold planning quantity established for each substance.
Radioactive substances that are not within a sealed source are reportable at any quantity,
as defined by Oregon Administrative Rule 837-085-0070.
Special Reporting Thresholds
The reportable quantity threshold for underground storage tanks at retail gasoline
service stations is:
- 75,000 gallons for gasoline
- 100,000 gallons for diesel fuel
Data Validation and Public Access
Submitted data is regularly validated to ensure accuracy for agencies and responders
who rely on it. Validation activities may include reviewing submitted reports,
contacting facilities for clarification, and conducting in-person or phone audits.
Most facility information and hazardous substance incident data is available to the public.
Authorized access is also provided to emergency planners, responders, public safety
answering points, and local and state agencies.
This information supports informed decision-making to protect life, property,
and the environment during hazardous materials incidents.

CHS Manager Public Access
Registering for CHS Manager
CHS Manager access is available to emergency planners and responders in Oregon.
Due to a limited number of available licenses, each agency is currently allotted one account.
Login credentials may be shared internally at your agency as needed.
Step 1: Access the Registration Page
Navigate to the CHS Manager login page:

Select the Register button on the login screen.
Step 2: Select User Type
From the registration options, choose either Responder or Planner
based on your role.
Step 3: Complete the Registration Form

Username: Create a generic username for your agency.
This allows the account to be transferred if staff changes occur.

Password Hint Question and Answer:
This information is required to reset your password if needed.
The answer field is case-sensitive.
Roles and Access
Under the Roles and Access section:
- Select Statewide Data User
- Select only one role from the list
Role selection guidance:
- Local Emergency Planning Committees (LEPC): Planner
- State HazMat Teams: Planner
- County Emergency Management Offices: Planner
- Fire Departments: Program User
Note: Register as Planner if plume modeling access is required.
Step 4: CAPTCHA Verification
Enter the characters shown in the CAPTCHA field to verify you are not an automated user.
Step 5: Submit Registration
Select Submit to send your registration for review.
All registrations are reviewed by the CHS Manager System Administrator.
Once approved, you will receive an email notification confirming account activation.
Logging Into CHS Manager
CHS Manager uses secure login and multi-factor authentication to protect
sensitive facility and hazardous substance information.
This section explains how to log in, complete email verification,
and respond to security prompts.
System Requirements
For best performance, use one of the following supported web browsers:
- Google Chrome, version 62 or higher
- Mozilla Firefox, version 59 or higher
Microsoft Edge and Internet Explorer are not recommended and may cause
errors while using the system.
Accessing the Login Page
Navigate to the CHS Manager login page:
https://oregon.hazconnect.com/account/login/aspx
Standard Login Process
- Enter your username and password in the login fields.
- Select the Log In button.
If you are unable to log in, the following links are available on the
login page:
- Forgot Username
- Forgot Password
- Change User Email
When resetting login credentials, you will be prompted to answer your
password hint security question. The answer field is case-sensitive.
Email Verification
After a successful login, CHS Manager sends a one-time email verification
link to the email address associated with your account.
- Open the email message from CHS Manager.
- Select the verification link included in the message.
If the email is not received, check your spam or junk folder.
Selecting the verification link completes the one-time email verification
process. Email verification is required whenever account information changes.
Multi-Factor Authentication Using One-Time Passwords
CHS Manager uses a One-Time Password, also known as OTP,
as part of its multi-factor authentication process.
After logging in, you will be prompted to verify your account.
An email containing a one-time password will be sent to the email address
associated with your account.
- Open the email containing the one-time password.
- Enter the provided code into the OTP field on the verification screen.
- Select Verify and Proceed.
The one-time password is valid for ten minutes from the time the email is sent.
If the code expires, wait for the resend timer to complete and request a new code.
After successful verification, you may be prompted to update your password
or confirm account details. Complete any required fields and select Save.
Disclaimer and Access Notice
Each time you log in, a disclaimer message will appear reminding users that
some facility information is classified as confidential or sensitive.
Select OK to acknowledge the disclaimer and access facility
information within CHS Manager.
Confidential and Sensitive Information
Confidential Information
Facilities are required to report the exact maximum daily quantity and
storage location of hazardous substances stored on site.
This information is classified as confidential and is not released to the public.
When members of the public request hazardous substance storage information,
the information provided is limited to:
- Substance name
- Maximum daily storage amount code
- Storage amount range
- Storage unit
Trade secret information reported by facilities is also classified as confidential.
Sensitive Information
Sensitive information includes data not available through public access
but which may be released through a formal public information request
under Oregon Revised Statute 453.327.
This may include information related to:
- Explosive substances
- Poisonous gases or materials
- Radioactive substances
- Biological or etiological hazards
Requests for sensitive information may require the requester to provide
identification and submit a notarized request in order to protect
public safety and welfare.

Program Feature Overview
CHS Manager is organized into a map panel and a data panel to allow users
to view facility information, search for data, and generate reports.
This section provides an overview of the primary program features available
to planners and responders.
The map is displayed on the left side of the screen, and facility data
is displayed on the right side.
As you open additional views, new tabs appear within the data panel,
allowing you to switch between screens and close views you no longer need.
Layers
The Layers feature allows users to control what information is displayed
on the map.
Each layer can be turned on or off using the associated checkbox.
Administrative boundary layers, such as county boundaries, can be enabled
to provide additional geographic context.
When administrative boundaries are selected, the visible map area may
adjust when running certain searches.
Legend
The Legend provides a key explaining the symbols and icons used on the map.
Reviewing the legend helps users understand what each map symbol represents,
such as facilities, schools, hospitals, and other points of interest.
Hazard Reports
The Hazard Reports feature allows users to quickly access summary information
related to hazardous substances.
From this section, users can:
- Return to the summary view
- View facilities reporting the highest number of Extremely Hazardous Substances
List Facilities
The List Facilities feature displays all facilities included in the CHS Manager database.
Users can select a facility name to view detailed information about that facility.
Selecting the latest report link opens the most recent hazardous substance
report submitted by the facility.
Additional action icons are available within the facility list to perform
functions such as viewing chemicals, mapping facility locations, or reviewing
vulnerability zones.
Resources
The Resources feature provides links to external web pages that may be useful
to emergency planners and responders.
These resources may include regulatory references, planning tools,
and additional guidance materials.
Advanced Reports
The Advanced Reports feature opens a new window that allows users to
create specialized reports based on selected criteria.
Users can filter report results by specific conditions, select which
data fields to include, and export reports for offline use.
Detailed instructions for creating advanced reports are provided
later in this guide.
Update My Profile
The Update My Profile feature allows users to manage account information
used to access CHS Manager.
From this section, users may:
- Update the email address associated with their account
- Change their account password
Offline Reports
The Offline Reports feature provides access to reports that are too large
to be generated and downloaded immediately.
Users can retrieve exported advanced reports and Tier II Submit files
from the appropriate offline report lists once processing is complete.
To retrieve advanced reports, use the List Offline Exports option.
To retrieve Tier II Submit files for import into CAMEO,
use the List Offline Tier II Submit option.
Ways to Search for Information
CHS Manager provides multiple ways to locate facilities and view
hazardous substance information.
This section explains the available search methods and how to use
the List Facilities feature.
Locating a Facility
Facilities can be located using summary views, filters, or direct searches.
Each method allows users to access facility details, reports,
and map-based information.
Summary Tab
The Summary tab displays counts of active and inactive facilities
grouped by county.
Selecting the linked number under the Active Facilities or Inactive Facilities
column opens a list of facilities for the selected county.
From this list, users can view facility locations on the map
and access detailed facility information.
List Facilities
The List Facilities feature is the most direct way to search for a specific facility
or group of facilities.
- Select the List Facilities option.

Use the available filter fields to narrow search results.
Filters are available for facility ID, facility name, address,
county, fire jurisdiction, Local Emergency Planning Committee,
and State Hazardous Materials Team.

Enter only the minimum amount of information needed to improve
search accuracy.
Search Examples

Enter a facility name and city to locate a specific facility.
-
If the facility name is unknown, enter the street name and city.
-
Select a county, fire jurisdiction, or LEPC from the available
dropdown menus to view all reporting facilities within that area.
Viewing Facility Information
To view facility details, select the facility name from the results list.
Selecting the Latest Report link opens the most recent report
submitted by the facility.
Facility details may include:
- Facility location and address information
- Contiguous storage locations
- Emergency contact phone numbers
- Reported hazardous substances
When multiple locations are reported, chemicals are grouped
by storage location.
Expand each chemical entry to view additional storage information.
Chemical Information and Safety Data
For each reported chemical, users can access:
- Safety Data Sheets provided by the facility
- CAMEO data sheets
- Chemical profiles
- First aid guidance
Selecting the Latest Report link provides access to the most recent
regulatory report submitted by the facility.
Uploaded site plans or emergency response plans, if available,
may also be accessed from this view.
Facilities with Most Extremely Hazardous Substances
CHS Manager provides a report that identifies facilities
reporting the highest number of Extremely Hazardous Substances.
- Select the Hazard Reports option.

Choose Facilities with Most Extremely Hazardous Substances
from the available list.

Use column filters and sorting options to refine the results.
This report helps planners and responders identify facilities
that may require additional planning or response considerations.
Map Feature Overview
CHS Manager includes an interactive map that allows users to locate facilities,
view surrounding areas, and analyze potential impact zones.
This section describes the available map tools and how to use them
without relying on visual cues alone.
Map Display and Navigation
The map panel can be resized to allow more space for facility lists
and report details.
Users may adjust the map size by dragging the divider between the map
and data panels.
The following navigation methods are available:
- Scroll to zoom in or out of the map
- Click and drag to move the map in any direction
- Use provided zoom controls to change map scale
Map Toolbar Tools
The map toolbar provides access to commonly used navigation
and analysis tools.
Refresh Map
Refresh reloads the current map view and clears temporary selections.
Search
The search tool allows users to search by map layer,
search criteria, or text input to locate facilities
and other mapped features.
Clear
The clear function resets the map to its default state
and removes applied searches or filters.
Zoom In and Zoom Out
Zoom controls allow users to increase or decrease
the map scale to focus on specific areas.
Pan
The pan tool allows users to move the visible map area
without changing the zoom level.
Full Extent
Full extent returns the map to the default statewide view.
Previous and Next Extent
These tools allow users to move backward and forward
through previously viewed map extents.
Identify
The identify tool allows users to select a map feature
and view detailed information about that feature,
such as a facility, school, hospital, or child care location.
Select Feature
The select feature tool allows users to draw a shape
on the map to select multiple features within a defined area.
Measure
The measure tool allows users to measure distance
or area on the map using selectable units of measurement.
Base Map
The base map tool allows users to select the background map style.
The available base map option is World Streets.
Searching the Map
Identifying a Facility Using the Map
- Select the Identify tool from the map toolbar.
- Select the facility or site on the map.

Review the information displayed in the identify results
to view facility details.
If multiple facilities are located at the same map location,
each facility will be listed separately in the identify results.
Select each item to view individual facility information.
Selecting a facility on the map loads the facility information
into the data panel for further review.
Interactive Map Selection
Facilities may also be selected directly from the map.
When a facility is selected, its information is automatically
displayed in the data panel.
Interactive selection is available only for CR2K facilities.
Other mapped features require use of the Identify tool.
Using the Measuring Tools
Measuring tools allow users to calculate distances
and areas directly on the map.
Measuring Distance
- Select the Measure tool.
- Select the distance measurement option.
- Select a unit of measurement.
- Select the starting point on the map.
- Select the ending point to display the distance.
Measuring Area
- Select the Measure tool.
- Select the area measurement option.
- Select a unit of measurement.

Select points on the map to outline the area
being measured.

Complete the selection to display the calculated area.
Measurement results are displayed in a measurement dialog
after the selection is complete.
