DOJ Settlement with MV Realty

December 2025

The Oregon Department of Justice secured a settlement with MV Realty, a Florida-based brokerage that locked Oregon homeowners into 40-year exclusive listing agreements in exchange for small cash payments. The company then filed liens that blocked families from refinancing or selling their properties. The settlement requires MV Realty to release all 669 affected Oregon homeowners from these agreements by December 5, 2025.

House Bill 4058 (2024 Oregon Laws chapter 3), passed in 2024, prohibits real estate licensees from entering into a “future right to list” contract if the contract:

  • Lasts longer than 24 months (including renewals)
  • Runs with the land or is binding on future owners
  • Allows for assignment of the right to provide services without notice to and consent of the owner
  • Creates a lien, encumbrance, or other security interest in the property
