New Continuing Education Requirements Begin January 1, 2026

House Bill (HB) 3137 brings important updates to continuing education (CE) requirements for Oregon real estate licensees. 

State and Federal Fair Housing Course

Starting January 1, 2026, all brokers, principal brokers, and property managers must complete a 2-hour Fair Housing course as part of their CE for active license renewal. 

LARRC and AP

To accommodate the new 2-hour Fair Housing requirement while maintaining the 30-hour total CE requirement, the Law and Rule Required Course (LARRC) and Advanced Practices hours will be adjusted to 2 hours each.

Assessment of License Proficiency

HB 3137 requires licensees to pass an assessment of license proficiency before their first active license renewal. Assessments will be part of Advance Practices course finals. Starting July 1, 2026, the assessments must also include the specific components set out in Oregon Administrative Rules (OAR).

Broker Advanced Practices (OAR 863-022-0020)

The assessment must require the real estate broker to demonstrate the ability to:

  • Identify and address issues that present risks to the client;
  • Select appropriate contract provisions and terms that reflect the client's objectives; and
  • Identify effective communication protocols with the client and other licensees involved in the transaction.

Principal Broker Advanced Practices (OAR 863-022-0021)

The assessment must present one or more case studies or hypothetical scenarios involving a real estate transaction. The case studies or hypothetical scenarios must include an authorized principal broker as defined in OAR 863-015-0003, one or more brokers under the supervision of that authorized principal broker, examples of harm to a client or consumer of real estate services, and examples of conflict between a buyer and seller or their agents. The assessment must require the principal broker to demonstrate the ability to identify:

  • Issues that present harm or risks of harm to the client or consumer;
  • Office policies that could have prevented the harm or mitigated the risk of harm to the clients or consumers;
  • Supervision and training protocols that could have prevented the harm or mitigated the risk of harm to the clients or consumers;
  • Effective communication and conflict resolution strategies; and
  • Conduct that meets or exceeds the standard of care and conduct that falls below the standard of care for real estate licensees in Oregon.

Property Manager Advanced Practices Course (OAR 863-022-0022)

The assessment must present one or more case studies or hypothetical scenarios involving the management of rental real estate. The assessment must measure the real estate property manager’s ability to:

  • Identify and apply the requirements for maintaining client trust accounts;
  • Recognize the accounting distinctions between single and multiple owner accounts;
  • Recognize the accounting distinctions between single and pooled security deposit accounts;
  • Evaluate monthly reconciliations and identify appropriate steps to resolve discrepancies; and
  • Recognize the supervisory responsibilities of a property manager, including when a written delegation of authority is needed and what information is required in a written delegation of authority.

CE Requirements

Note: CE hours cannot be carried over to your next renewal period. If you complete more than 30 hours, the excess hours will not apply to future renewals.

To help you prepare, here’s a breakdown of what you need to know based on your license status and renewal timeline:

First-Time Active License Renewal

Renewing before January 1, 2026:
  • 3-hour LARRC
  • 27-hour applicable Advanced Practices
Renewing on or after January 1, 2026:
  • 2-hour Fair Housing Course
  • 2-hour or 3-hour LARRC*
  • 26-hour or 27-hour applicable Advanced Practices*

Subsequent Active License Renewals

Renewing before January 1, 2026:
  • 3-hour LARRC
  • Additional CE hours to reach 30 total hours
Renewing on or after January 1, 2026:
  • 2-hour Fair Housing Course
  • 2-hour or 3-hour LARRC**
  • Additional CE hours to reach 30 total hours

Inactive License Renewals

  • No CE required at the time of renewal.
  • When you choose to reactivate, you must meet the CE requirements in effect at that time.

Reactivating an Inactive License

If you’ve renewed an active license at least once:

Reactivating before January 1, 2026:

  • 3-hour Law and Rule Required Course
  • Additional CE hours to reach 30 total hours
  • If inactive for more than 2 years: Take the Reactivation Exam

Reactivating on or after January 1, 2026:

  • 2-hour Fair Housing Course
  • 2-hour or 3-hour LARRC**
  • Additional CE hours to reach 30 total hours
  • If inactive for more than 2 years: Take the Reactivation Exam
If you’ve never renewed an active license:
Reactivating before January 1, 2026:
  • 3-hour LARRC
  • 27-hour applicable Advanced Practices
  • If inactive for more than 2 years: Take the Reactivation Exam
Reactivating on or after January 1, 2026:
  • 2-hour Fair Housing Course
  • 2-hour or 3-hour LARRC*
  • 26-hour or 27-hour applicable Advanced Practices*
  • If inactive for more than 2 years: Take the Reactivation Exam

*If you've already completed a 3-hour LARRC and/or 27-hour Advanced Practices course before January 1, 2026, those will count. Just take the 2-hour Fair Housing course to meet your CE requirements.

**If you've already completed a 3-hour LARRC before January 1, 2026, it will count. Just take the 2-hour Fair Housing course and complete the remaining CE hours needed.
