 Overview
Department of Administrative Services Procurement Services (DASPS) is the central procurement authority for state agencies that are subject to DAS authority. This office develops, establishes, and administers statewide contracts for goods and services, on behalf of state government and​​​ Oregon Cooperative Procurement Program (ORCPP) members. These contract reports and descriptions reflect the diversity within the state government contracting and procurement environment.

State law gives some agencies authority to enter into contracts without DASPS. Examples include the Oregon Lottery, Judicial Department, and the Department of Transportation.

OregonBuys: One unified system — modernizing state procurement

On July 1, 2021, OregonBuys replaced the Oregon Procurement Information Network (ORPIN). This marked the completion of project Phase I. The project is now in the second wave of Phase II and will continue to move through implementation over the next two years.

There is no need to register for access into the system to view contracts (Blankets) or solicitations (Bid Solicitations) on the system.  The use of the search function at the top of the page gives you the access to view the documents you may be looking for on the system.  The advanced search function affords the ability search for very specific items or areas of interest to include expired contracts.  If you put nothing in the fields to search, then you will have all active contracts/agreements within the system.  Visit the website at any time for what you may be looking for from this website.

​The Oregon statewide procurement system through June 16th, 2021 was called ORPIN - Oregon Procurement Information Network. Starting July 1st, 2021 Oregon transitioned into the new statewide procurement system called OregonBuys.

Exceptions\Variations : The Current ORPIN Contracts report may not include contract information for the Oregon Judicial Department, Oregon State Lottery, Oregon State Treasurer, or semi-independent state agencies, boards, and commissions. Some executive branch agencies have independent contracting authority for specific goods and services (e.g., Transportation, Secretary of State, State Treasurer, Human Services, Fish and Wildlife, Parks and Recreation, Aviation, Economic and Community Development, Housing, Corrections, Veterans Affairs, Military, Education, and state agencies "specifically authorized" by any law outside the Code to "enter into a contract"). As a result, the ORPIN system may not capture contract information about those activities.

In addition, the contract start date may be different than the issued date, which is the date the data entry was completed and the contract was entered into the ORPIN system.

Current ORPIN Report & ODOT Contracts: The current report provides information on some contracts and amendments issued for ODOT, and contract values are estimates only. 

Due to ODOT's independent contracting authority, and independent systems for capturing contract information, ORPIN may not reflect data for the following types of contracting:

  • Purchases made by Purchase Order (under $75,000)
  • Work Orders issued against price agreements not originally recorded in ORPIN
  • SB 338 Go Oregon! (less than $50,000)
  • Highway Construction Contracting 


There are two (2) levels of access to the ORPIN (network): "Anonymous Browser" and "Subscription". "Anonymous" provides access to summary information while "Subscription" provides the ability to view and download detailed contract information, for contracts that were current on June 16th, 2021 and expired contracts. There is no fee for "Subscription" access.

Current contracts may be found in the new eProcurement system at https://OregonBuys.gov.

How to: Look-up contracts in ORPIN without a login

  1. Visit the ORPIN website at https://orpin.oregon.gov.
  2. Click on “Browse" in the menu bar.
  3. Click on “Browse Contracts".
  4. Enter a contract number, keyword, or name of supplier.
  5. Press the Search button.
  6. Results appear. Click the contract number to view summary.

Description
The data in this report is provided as an extract from the Statewide Procurement System (Oregon Procurement Information Network - ORPIN), and contains a list of archived expired ORPIN​ contracts. It represents the full extent, of electronic records of expired contracts tracked within ORPIN. Contract values in this report are estimates only. ​
​
​Exceptions\Variations: A number of contracts may indicate an “Amendment Date” that may exceed the “Expiration Date”. In these instances, the “Amendment Date” reflects an automated system time/date stamp that the system appended to the contract when the electronic version was accessed or modified, not necessarily when the legal instrument (the contract itself) was modified.

This report may not include contract information for the Oregon Judicial Department, Oregon State Lottery, Oregon State Treasurer, or semi-independent state agencies, boards, and commissions. Archived: ORPIN - Expired Contracts
Description
This report provides information on Highway Construction contracts issued through the Oregon Department of Transportation (ODOT), specific contracting authority. Contract values in this report are amounts awarded to the contractor at the time of bid, and do not reflect final contract price, or possible change orders issued after award. Judicial Department Contracts​
Description
This composite report contains a list of all purchase orders, blanket orders, Inter-Govermental agreements, contracts and contract amendments executed by Lottery.

Lottery categorizes its procurements as either “Goods”, “Services”, or “Interagency/ Interstate/Intergovernmental”. The data was extracted from the Lottery's financial system, Microsoft Dynamics AX, and represents the total not-to-exceed amount of the contract, and not what was actually paid to the contractor. ​
