SCCI SUMMIT Eligibility Overview
Eligibility for the Department of Corrections Alternative Incarceration Programs, including the Oregon SUMMIT Program, is governed by Oregon Revised Statutes (ORS) 421.500 through 421.512.  Other DOC criteria may apply, but the basic qualifications are:
  • A sentencing order that allows alternative incarceration, transitional leave and time cuts (no mandatory minimum sentences or sentencing under another disqualifying law).
  • Minimum custody classification.
  • Enough time remaining in the sentence to complete the 270-day program.
  • No immigration or felony detainer that would still be in effect at the time of transitional leave.
 
The above is intended as an overview of the major eligibility requirements and is not intended to be a complete listing of all criteria and information used in the screening process for the SUMMIT Program.  
 
To apply for consideration to DOC Alternative Incarceration Programs, including the Oregon SUMMIT Program, offenders must fill out an Alternative Incarceration Program Application Form which is available from their assigned counselor at their current institution or at the intake center.  The Application form is then forwarded to the Alternative Incarceration Coordinator by the offender´s counselor for processing.  Additional documentation/letters of recommendation are not a determining factor in the screening process and need not be submitted.  If additional information beyond the Application is required, staff will contact the offender for that information.
