Oregon Health Policy Board Members
The nine-member Oregon Health Policy Board (OHPB) serves as the policy-making and oversight body for the Oregon Health Authority. The Board is committed to providing access to quality, affordable health care for all Oregonians and to improving population health
OHPB was established through House Bill 2009, signed by the Governor in June 2009. Board members are nominated by the Governor and must be confirmed by the Senate. Board members serve a four-year term of office. The Board is responsible for implementing the health care reform provisions of HB 2009.

Eric Parsons, Chair, Portland

Eric Parsons is board chair for StanCorp Financial Group, Inc. and Standard Insurance Company. Eric also currently serves as vice chair of the Oregon Health & Science University (OHSU) Foundation Board of Trustees; as chair of the OHSU Knight Cancer Institute Community Council and is a senior director of the Oregon Business Council. He is a board of directors and investment committee member for the Oregon Community Foundation; an Oregon Historical Society Board of Directors member and a trustee of Lewis & Clark College. Eric holds a bachelor's degree from Lewis & Clark College. Eric and his wife, Janet, have three adult children.
Lillian Shirley, BSN, MPH, MPA, Vice Chair, Portland

Lillian Shirley is director of Multnomah County Health Department. She is a board member for Community Health Partnerships and a member of the Portland Multnomah Sustainability Commission. She serves as vice president of the National Association of County and City Health Officials (NACCHO) and as vice-chair of the Public Health Foundation Board in Washington, D.C. Prior to her work in Oregon, Lillian was the first executive director of the newly formed Boston Public Health Commission. In this role, she had executive responsibility for the establishment, design and organization of a new public health authority in Boston. Lillian holds a bachelor's degree in nursing. She also holds a master's degree in public health from Boston University and a master's degree in public administration from the John F. Kennedy School of Government at Harvard University. In 2008, Lillian was named a public health hero by Research America, a national health education and advocacy alliance.
Michael Bonetto, PhD, MPH, MS, Bend

Mike Bonetto is currently the Health Policy Advisor to Governor Kitzhaber and has been the Vice President of Business and Community Development for St. Charles Health System; the Senior Vice President of Planning & Development for Clear Choice Health Plans; Director of the Oregon Health Policy Commission; Senior Policy Advisor to the Oregon Senate Republican Caucus; and Policy Analyst for the Oregon Insurance Pool Governing Board. Mike received a Ph.D. in health policy, Master of Public Health from Oregon State University, and Master of Science from California State University, Fullerton, and a Bachelor of Arts from Occidental College. Mike's current activities include: President and Co-Founder, HealthMatters of Central Oregon; Board Member, Deschutes County Public Health Advisory Board; Board Member, Oregon Health Policy Board; Board Member, Mosaic Medical (Federally Qualified Health Center in Central Oregon).
Carlos Crespo, MS, DrPH, Portland

Carlos Crespo, DrPH, is a professor and director of the School of Community Health at Portland State University. He has over 60 publications in the areas of exercise, minority health, obesity and nutrition. He is also a contributing author to five textbooks on minority health and sports medicine and more than 10 government publications. Carlos received the 1997 U.S. Secretary of Health Award for Distinguished Service as part of the Salud para su Corazon campaign and in 2003 became a Minority Health Scholar from the National Institutes of Health. He is an emeritus board member of American Council for Exercise. Currently Carlos is a member of the National Advisory Council of the Robert Wood Johnson Foundation Active Living Research; the director of the World Health Organization Collaborating Center in Urban and Health Sustainability, and a Fellow of the American College of Sports Medicine. He graduated from the Inter American University of Puerto Rico and holds a master's degree in sports health from Texas Tech University and a doctorate of public health in preventive care from Loma Linda University.
Felisa Hagins, Portland

Felisa Hagins is the political director for the Service Employees International Union (SEIU) Local 49. SEIU is the largest union nationally with over two million members and the largest union in Oregon with over 50,000 members. SEIU Local 49 represents over 7,500 janitors and health care workers who work in the private sector throughout the state of Oregon. Felisa has been with SEIU for seven years, prior to her experience with SEIU she has been a legislative aide, fundraiser and campaign manager. Felisa also served as a member of the Eligibility and Enrollment Committee of the Oregon Health Fund Board.
Joe Robertson, MD, MBA, Portland

Joe Robertson, MD, is the president of Oregon Health & Science University (OHSU). Joe holds a bachelor's degree from Yale and an MD from the Indiana University School of Medicine. He completed an ophthalmology residency at OHSU and fellowships in retina and vitreous disease and surgery at OHSU and Devers Eye Institute, Legacy Good Samaritan Hospital. Joe has served as the director of the Casey Eye Institute at OHSU and as the chair for the Department of Ophthalmology. Prior to his becoming president, he served as dean of the OHSU School of Medicine. Joe also holds a master's degree from the University of Oregon. He and his wife, Patricia, live in a floating home on the Willamette River.
Nita Werner, MBA, Beaverton

Nita Werner is the president/CFO of Ornelas Enterprises Inc. (dba OEI), a Contract Electronic Manufacturing Company located in Hillsboro. Nita holds a bachelor's degree in accounting from Portland State University and a master's degree in organizational development from Marylhurst University. Nita has served on many state and local boards including the Hispanic Chamber of Commerce, holding positions as treasurer, chair and a member of the scholarship committee; the Washington County Commission on Children and Families; the Oregon Board of Licensed Professional Counselors and Therapists (public member), and the Oregon State Commission on Hispanic Affairs. Nita resides in Beaverton with her husband and young son.
Carla McKelvey, MD, Coos Bay
Term ends December 31, 2015
Carla McKelvey, MD, is a pediatrician in private practice at the North Bend Medical Center in Coos Bay, and is the current president of the Oregon Medical Association. Previously she served as Medical Director for Doctors of the Oregon Coast South, which manages the Oregon Health Plan for Coos County. Dr. McKelvey has a BA with honors in English from the University of Texas at Arlington. She completed her medical training at the University of Texas Health Science Center in San Antonio in 1993 and her pediatric residency there in 1996.
Brian DeVore, Portland
Term ends December 31, 2015
Brian DeVore, the Director of Healthcare Ecosystem & Strategy, provides strategic guidance and oversees the national and local partnership efforts of Intel necessary to provide healthcare to its employees. He works with senior executives in the healthcare and technology industries as well as business and government leaders to drive care, payment and data changes necessary to deliver improved quality at a repeatedly lower cost.
Mr. DeVore represents Intel's views at the Pacific Business Group on Health, the Oregon Coalition of Healthcare Purchasers and two Oregon Business Healthcare Task Forces. He is a former alternate member of HHS Sec. Leavitt's American Health Information Community (AHIC) and was an advisor to the National Governor's Association State Alliance for eHealth. In 2009, he was appointed by Oregon Governor Ted Kulongoski to be the employer voice on the Oregon Health Information Technology Oversight Council (HITOC) and has served on other state's IT advisory committees in WA and TX. Additionally, he worked directly with former Intel CEO and Chairman, Craig Barrett on Dr. Barrett's policy and technology initiatives and drove his involvement in promoting health IT during his US and international travels.
Prior to joining Intel, Brian formed and led Kryptiq Corporation's Government Affairs/Initiatives efforts positioning Kryptiq as a leader in HIT health policy. Brian was also a principle with Myhealthbank, an early entry into the consumer driven health space. Brian holds a degree from Evangel University and has additional executive training from Stanford's Graduate School of Business.
