Governor Kitzhaber appointed the Health Evidence Review Commission (HERC) to participate in the creation of a high value health care delivery system in Oregon. Created by legislation during the 2011 session, the HERC continues almost two decades of evidence-based work of the commissions it is replacing, the Health Services Commission and the Health Resources Commission.
