In 2005, the Governor's Office directed the Office for Oregon Health Plan Policy and Research in conjunction with the Department of Human Services, Health Systems Planning to convene and staff the Health Care Saftety Net Advisory Council (SNAC). The SNAC reflected the diversity of Oregon's health care safety net.
The SNAC provided policy makers, the Oregon Health Policy Commission, the Oregon Health Fund Board, and legislators with specific policy recommendations for safety net providers in order to ensure the provision of needed services to vulnerable Oregonians. In November 2010, the Council provided recommendations to the Oregon Health Policy Board in finalizing the Board's comprehensive plan for health reform. Please use this webpage as a resource.
This report was compiled at the request of the Governor's office and provides a comprehensive look at Oregon's safety net system.
The report includes a small number of uniform data points from across the core safety net spectrum (Federally Qualified Health Centers, Isolated Rural Health Facilities, School-based Health Centers and Community Sponsored Clinics). It describes what the safety net is, where core safety net providers are located and why the safety net is a critical part of the broader health care delivery system. It further contains the Safety Net Advisory Council's recommendations to the Oregon Health Fund Board and its policy priorities moving forward.
