TGM Planning Grants
TGM Planning Grants help local jurisdictions plan for transportation systems and land use patterns that create livable, sustainable, and economically vital communities. The resulting plans increase opportunities for transit, walking and bicycling.
TGM awards grants in
two categories:
Category 1: Transportation System Planning. Grants for Transportation System Plan work, that meet the requirements of the Oregon Transportation Planning Rules, including complete or updated TSPs; TSP refinement plans; individual TSP elements (like bike and pedestrian or transit plans); and Safe Routes to School-related infrastructure plans.
Category 2: Integrated land use and transportation planning. This includes area plans, downtown plans, and concept plans for areas being brought into an urban growth boundary.
We have about $2 million available for this funding opportunity. Award amounts generally range between $150,000 and $300,000. Grantees must provide a grant match in the form of cash, staff time, monetized volunteer time or direct project expenses.
TGM has funded over
800 grant projects to August 2026.
The TGM program awards grants annually on a competitive basis. Projects typically take two-three years from award to completion. See the

TGM uses two consultant selection methods. The method for a specific project will depend on the particulars of the project and the needs of the local government and the program. The methods are:
- Mini-RFP and Small Purchase under an ODOT Price Agreement series.
- Open RFP via OregonBuys. All interested firms are encouraged to sign up for OregonBuys notice.
