Behavioral Health Policy


​​Behavioral Health Policy (BHP), within Health Policy and Analytics works across the Oregon Health Authority and the Department of Human Services, to provide policy analysis and evaluation to improve behavioral health outcomes in Oregon. BHP includes the Addictions and Mental Health Planning & Advisory Council, the US Department of Justice Agreement, and the Behavioral Health Information Sharing Advisory Group.

AMHPAC / Block Grant

​​The Mental Health Block Grant and the Substance Abuse Prevention and Treatment Block Grant provide funding for prevention, treatment and recovery support services for individuals who are uninsured or underinsured. The Addictions and Mental Health Policy and Advisory Council (AMHPAC) reviews and monitors the Block Grants. AMHPAC membership includes state agency representatives, providers, consumers, family members, and advocates.
