2025 Board of Accountancy Legislative Session Breakdown
Join
us at the Oregon Board of Accountancy during the 2025 Legislative
Session by looking at the bills up for review from the Board of
Accountancy. This year, bills reflect the desire to empower future CPAs,
create more opportunities for accounting students, protect CPA
licensing mobility and modify the laws regulating public accountancy.
The
Oregon BOA has had multiple successful work and public sessions for the
2025 legislative session with several more upcoming. SB 797 had a
hearing in the House on April 29, 2025 with the House Committee on Commerce and Consumer Protection. Another vote is planned for SB 797 on the House floor followed by another concurrence vote by the Senate. SB 796 as well as HB
5001 had successful work sessions with the Senate Education Committee
and the Joint Ways and Means Sub-Committee for General Government
respectively on May 5, 2025.
The Oregon BOA is grateful for the strong
support of its associations (OSCPA and OAIA) for this bill and the
support in the Oregon Legislature.

SB 797- A - Modifies laws regulating public accounting professionals. Check out the one page summary.
Update from April 29, 2025: SB 797-A was amended in the House Committee on Commerce and Consumer Protection and voted out to the House floor. Both votes were unanimous!
Next steps: House floor vote followed by another vote on the Senate floor on concurrence with the House amendment.

SB 796 - Allows
the Oregon Board of Accountancy to create a grant program to provide
scholarships for students seeking accounting degrees in college or
individuals who wish to become certified public accountants in Oregon.

HB 5001 -
Limits biennial expenditures from fees, moneys or other revenues,
including Miscellaneous Receipts, but excluding lottery funds and
federal funds, collected ort received by the Oregon Board of
Accountancy.
