Fariborz Pakseresht, DHS Director

Fariborz Pakseresht, DHS Director 

Fariborz Pakseresht (Fair'-borz Pahk'-ser-esht) became the Director of the Oregon Department of Human Services (DHS) in September 2017.

Fariborz came to DHS from the Oregon Youth Authority (OYA) where he was responsible for the state's juvenile corrections agency. During his time at OYA, he was honored with the Outstanding Administrator Award from the Council of Juvenile Corrections Administrators for his leadership and contributions in the field of juvenile justice.

Earlier in his career, he served eight years with DHS in a variety of leadership roles. He also spent 11 years with the Oregon Department of Administrative Services.

Fariborz earned his undergraduate degree in political science from Willamette University and holds a certificate in public management from Willamette's Atkinson Graduate School of Management.

Jeannine Beatrice, Chief of Staff

Jeannine Beatrice, Chief of Staff 

Jeannine Beatrice is Chief of Staff to the Director of the Oregon Department of Human Services (DHS). As the Chief of Staff, she leads the Director's priority initiatives and high-profile projects.

Prior to joining DHS in the Fall of 2015, Jeannine was at the Department of Administrative Services where she managed statewide initiatives sponsored by the Governor's Office, the legislature, the State's Chief Operating Officer, and the state's Enterprise Leadership Team.

She started her career in public service with private non-profits as a family planning health educator and as a child and adolescent residential treatment specialist.

Her state service began in the Oregon Youth Authority where she developed and opened a gender-specific transition program for young women in close custody. She also has worked in the Oregon Health Authority where she focused primarily on child and adolescent services.

Jeannine's career has spanned public policy; enterprise project management; quality improvement, and a variety of programs for women, adolescents and children.

She holds a Bachelor's of Science degree in health education from San Francisco State University and a Master's Degree in Public Administration from Portland State University.

Don Erickson, Chief Administrative Officer

Don Erickson, Chief Administrative Officer 

Don Erickson is the Chief Administrative Officer for the Oregon Department of Human Services. He oversees 12 programs which help support the work of the department, including: Contracts and Procurement; Facilities; Imaging and Records Management Services; Background Check Unit; Information Support Services; Business Information Systems; Publications and Creative Services; Payment Accuracy and Recovery; and Program Integrity.

Erickson is a licensed mental health therapist in several states including Oregon. He began his career in a Western Montana outpatient behavioral health clinic specializing in substance abuse and mental health treatment. In addition to counseling, throughout most of his career, Don has taught graduate-level courses, provided clinical supervision and served on licensing and ethics review boards. He has been recognized as an authority on the treatment of post-traumatic stress and trauma informed care and suicide prevention. Increasingly, Erickson's work has focused on the development and implementation of innovative behavioral health and human service programs.

Erickson has worked as the Bureau Chief of Behavioral Health Services for the State of Arizona where he implemented evidence-based programs for children's wraparound services, employment and housing services for consumers in behavioral health system, intensive adult case management and peer delivered services. He has authored and implemented policies for behavioral health services for infants and toddlers, children's trauma informed treatment and served as executive sponsor for Arizona's Driving Suicide to Zero program.

In 2012 Don was awarded the National Council of State Governments annual award for Innovation, Excellence and Ingenuity for his role in creating and implementing a statewide suicide prevention program.

Eric Moore, Chief Financial Officer

Eric Moore, Chief Financial Officer 

In July 2008 Eric moved to the Children Adults and Families Division of DHS and became the Chief Financial Officer of DHS in July 2011.

Eric received a BS in Philosophy from the University of Wisconsin - Madison and a Juris Doctorate from Northwestern School of Law at Lewis and Clark.

After becoming a member of the Oregon State Bar, Eric began his public service career with the Department of Revenue in November 1995. In 1997 he joined the Oregon Department of Transportation to do personal services contract work. In 1998 Eric moved to the Oregon DMV to become the first Records Policy Unit manager. From 2000 to 2005 Eric was a Presiding and then Deputy Chief Administrative Law Judge with the Oregon Office of Administrative Hearings. In 2005 Eric moved to the Budget and Management Division of DAS as the DHS Health Services and Children Adults and Families Budget and Policy Analyst for the Governor's budget.

Robert Oakes, Communications Director

Robert Oakes, Communications Director 

Robert Oakes joined DHS in October 2018 as the Director of Communications. He is responsible for the planning, directing and managing of all internal and external communications for the Department.

In his previous position he was the Assistant Director of Communications for the California Department of Education. In this role Oakes helped lead the communications staff to navigate the modern media landscape, and clearly and effectively communicate the department's policies, programs and initiatives to the public, schools, and state and federal governments.

Robert's extensive experience also includes serving in legislative and communications director positions for elected officials in the California State Legislature, including seven years with a state Senator serving as the chairman of the California Senate Human Services Committee.

Oakes has a bachelor's degree in communications and history from Lewis and Clark College, Portland. He started his career in journalism at the Medford Mail Tribune.

Ashley Carson Cottingham, Aging and People with Disabilities Director

Ashley Carson Cottingham, Aging and People with Disabilities Director 

Director for DHS Aging and People with Disabilities Ashley Carson Cottingham has a wealth of advocacy and program experience related to older adults and people with disabilities. As Director, she oversees the execution of several priority initiatives underway in APD. Ashley worked as the staff director for the Subcommittee on Primary Health and Aging of the Health, Education, Labor and Pensions Committee at the U.S. Senate; she worked with Medicare, Medicaid, aging, disability and primary health care issues for her boss, Chairman Bernie Sanders. Most notably, her team was tasked with pushing the bi-partisan reauthorization of the Older Americans Act forward. While not completed during her tenure, many of the policies Ashley worked on were adopted by the Committee in S. 1562. She also worked for the Senate Special Committee on Aging, specifically on hearings and policies related to preventing elder abuse and strengthening retirement security.

Prior to the Senate, Ashley was the Executive Director of the national non-profit organization the Older Women's League, where she highlighted the issues that impact women as they age – including retirement security, access to health care and other quality of life issues. Most recently, Ashley worked as the Director of Policy and Advocacy for Compassion & Choices, an organization dedicated to improving care and expanding choices at the end of life. In this role, she led the development of a new policy department and also a consumer-driven campaign to end unwanted medical treatment.

Ashley received her Bachelor's Degree from the University of Oregon and her law degree from the Vermont Law School. Ashley has a passion for seniors and people with disabilities and is excited for the opportunity to positively impact the lives of those we serve.

Michael McCormick, Aging & People with Disabilities Deputy Director

Michael McCormick, Aging, People with Disabilities Deputy Director 

With more than two decades of state service, and a majority of those with the Department of Human Services, Mike McCormick has extensive knowledge of the agency's program structure, client needs and policy guidelines.

Mike began serving as the Deputy Director of the Aging and People with Disabilities program within the Department in 2012, before assuming the role of Director for the program in July 2013. Mike returned to his role as Deputy Director in December 2015. Mike was a key leader in securing approval for Oregon's 1915(K) State Plan Option. He then used these tools to dramatically expand the percentage of individuals receiving services in their own home.

Prior to his work with Aging and People with Disabilities, Mike led the Department's Office of Rates, Contracting and Research. During his tenure, Mike provided leadership on financial management, effective use of data in administering programs and establishing fair, competitive rates for long-term care providers.

During his leadership role for the Provider Audit Section, Mike adopted a data analytics approach towards assessing risk of errors, fraud and abuse in Oregon Health Plan's medical programs. Under Mike's leadership, millions of tax dollars were recovered and ultimately were used to fund needed services for Oregonians.

Originally from Baltimore, Maryland, Mike graduated from University of Oregon with a BS in Business Administration.

Marilyn Jones, Child Welfare Programs Director

Marilyn Jones, Child Welfare Programs Director 

Marilyn Jones became the director of Child Welfare in October 2017. As director she oversees Child Welfare programs including safety, well-being and permanency. She brings with her nearly 20 years of experience with DHS, primarily in Child Welfare programs. Most recently she was a Child Welfare district manager in Baker City, Oregon.

In addition to managing Child Welfare programs, Marilyn and her husband are also former foster parents, adoptive parents, and mom and dad to five children. She brings great professional and personal experience to the department. Marilyn is also well known for her community relationships, integrity and passion for the children and families she serves.

Lilia Teninty, Office of Developmental Disability Services Director

Lilia Teninty, Office of Developmental Disability Services Director 

In her role as the Director of the Office of Developmental Disability Services (ODDS) in DHS, Lilia is responsible for the development, oversight and delivery of intellectual and developmental disability services across Oregon.

Lilia brings with her over 13 years of experience, 11 of those working specifically with Intellectual/Developmental Disability (I/DD) programs. She has worked in several states, in a variety of roles. She began her career in the field of I/DD working for a small non-profit that provided assistive technology to people with disabilities. In 2003 she began working for the State of Indiana, where she supervised the Medicaid waiver unit and moved on to become the Chief of Staff for the Division of Disability and Rehabilitative Services (2006-2007). Lilia later accepted the position of Director of the Division of Developmental Disabilities for the State of Illinois (2007-2011). In 2011 she moved to Oregon to work for the Human Services Research Institute (HSRI). As a Senior Policy Specialist at HSRI, she provided consultation on Medicaid policies and funding mechanisms for people with I/DD to several states.

Prior to starting her career, Lilia earned her Bachelor of Arts in International Relations from Mills College and her Masters of Public Affairs from Indiana University. Lilia has a passion for public service and has dedicated most of her career to serving those with intellectual and developmental disabilities.

Anna Lansky, Office of Developmental Disabilities Services Deputy Director

Anna Lansky, Office of Developmental Disabilities Services Deputy Director 

Anna Lansky became the Deputy Director for the Office of Developmental Disabilities Services in 2015. In partnership with DD Director, she works to set and implement the strategic vision for DD programs in Oregon, and shares accountability for services for individuals with intellectual and developmental disabilities and for the work of the DD Program staff.

Prior to DHS, Anna worked at the UALR Survey Research Center and was co-author and leading contributor to several of the studies. Since 2005, she worked on automated cost allocation, financial systems and business process improvement projects at the Arkansas Department of Human Services.

Anna also worked with the DHS Office of Policy and Planning, and lead efforts related to health care reform.

In 2012, Anna became the Assistant Director for the Division of Developmental Disabilities Services in Arkansas, leading efforts to improve home and community based services.

Anna holds a Bachelor of Arts degree in International Relations and Global Studies from Hendrix College, where she graduated with Distinction and a Master's Degree in Public Administration from the University of Arkansas at Little Rock.

She has volunteered with international nonprofit organizations such as Women's International League for Peace and Freedom and Heifer International.

Kim Fredlund, Self-Sufficiency Programs Director

Kim Fredlund, Self-Sufficiency Programs Director 

Kim Fredlund is the director of Self-Sufficiency Programs (SSP) and is responsible for leading the agency's anti-poverty programs. SSP provides family stability, and employment preparation and support services that help low-income Oregonians move out of poverty.

Kim became the SSP director in March 2016 after serving as Deputy Director for 18 months. She has worked in DHS for more than 25 years in both local and central office settings.

Kim brings the DHS Leadership Team valuable front-line perspective and experience from working her way up through a range of positions since joining the agency. Kim's broad experience includes office support; case management; community resource coordination; branch management in several locations throughout Oregon; business transition management for implementing changing tools and processes for delivering services to Oregonians, and time as the Self-Sufficiency Program Manager for Marion, Polk and Yamhill Counties.

Dan Haun has been the deputy director for Self-Sufficiency Programs (SSP) since May 2016. SSP encompasses the agency's anti-poverty programs that provide family stability, and employment preparation and support services to help low-income Oregonians move out of poverty.

Dan joined SSP after serving as the deputy director of Oregon Vocational Rehabilitation, bringing vast workforce experience to support the agency's anti-poverty work. His background includes service as a Vocational Rehabilitation counselor, branch manager, workforce programs coordinator, and interim program and policy manager. He also has been the director of adult services for Pearl Buck in Eugene; a project coordinator for Chemeketa Community College workforce programs; and an assistant manager of local employment department offices.

He holds a master's degree in rehabilitation counseling from Western Oregon University and a bachelor's degree from St. Louis University in Missouri.

Pete Karpa, Deputy Director, Vocational Rehabilitation 

Pete Karpa has been the deputy director for Oregon Vocational Rehabilitation since May 2016.

Vocational Rehabilitation helps people with disabilities find and keep jobs that match their skills, interests and abilities. The program works in partnership with local providers such as job developers to create employment opportunities for people with disabilities, and provides a variety of supports and services to employers who want to diversify their workforce.

Pete has worked for DHS since 1994 when he was an emergency assistance worker for the Self-Sufficiency Program (SSP). While working in SSP, he served as an eligibility worker, a JOBS Program case manager and a supervisor overseeing operations for one of DHS's first integrated service sites, the West Medford Family Center.

He joined Vocational Rehabilitation in 2001 as a vocational rehabilitation counselor in Grants Pass and became the Medford branch manager in 2009. He most recently served Vocational Rehabilitation as its interim policy and program manager.

Pete's background includes working as a Summer Youth Employment and Training eligibility worker and as a private rehabilitation counselor for organizations assisting injured people in the Worker's Compensation system. He has worked in Honduras as an archaeologist and taught English in Japan. Pete holds a bachelor's degree in anthropology and sociology from Linfield College.

Alberto Moreno, Office of Equity and Multicultural Services Director

Alberto Moreno, Office of Equity and Multicultural Services Director 

Alberto Moreno became the third Director of the Office of Equity and Multicultural Services (OEMS) December 1, 2017.

Alberto oversees an office in its two main charges: to guide the agency to ensure a workforce that represents the diversity of its clients so that DHS is able to serve the culturally-specific needs of all Oregonians; and to help the agency work toward equitable outcomes for all populations using DHS services.

Before coming to DHS Alberto was the Executive Director for the Oregon Latino Health Coalition, a statewide organization whose mission is to eliminate health disparities for Latinos in Oregon. In this role, he successfully led a statewide effort to pass Cover All Kids and ensure that all children in Oregon have access to health care services. He also led a ten year campaign to make prenatal care a human right for all women in Oregon. As a result, all women in Oregon now have access to prenatal care, regardless of documentation. Alberto also founded the Oregon Community Health Workers Association and has informed state policy that supports this vital workforce, including establishment of the Oregon Commission for Traditional Health Workers in Oregon. He also was appointed by Governor Kate Brown to the Commission on Hispanic Affairs; has served on the Coordinated Care Organizations Rule Making Committee; and the Global Budget of the Oregon Health Policy Board.

Alberto started his career with Oregon Public Health where he served as the State Migrant Health Coordinator for the Office of Multicultural Health and Services for 10 years. In that role he was instrumental in doubling the number of migrant health centers in Oregon.

Alberto is a native of Durango, Mexico, is bilingual and bicultural. He has a Bachelor of Science degree in psychology from the University of Illinois, Urbana-Champaign and a Master of Social Work degree from the University of Illinois at Chicago, Jane Addams College of Social Work.
