Pavement Programs

The Airport Pavement Preservation Program was approved by the Oregon Legislature in 1999. The Oregon Department of Aviation (ODAV) runs the program, which serves two purposes:

Pavement Evaluation: Checking the Pavement

Pavement evaluation is done through the Pavement Evaluation Program, or PEP. PEP provides the following benefits to airports:

  • Technical report on pavement conditions

  • Suggested schedule for pavement maintenance

  • Help with long term planning including budgeting for project funding

  • Provide information to lawmakers and stakeholders

  • Compliance with rules for receiving federal funds

Pavement Maintenance: Fixing the Pavement

Pavement maintenance is done through the Pavement Maintenance Program, or PMP. PMP does the work that is based on recommendations in the PEP report. PMP provides the following services to airports:

  • Project engineering and analysis

  • Bidding and contracting

  • Safety training

  • Construction project management

From the beginning the goal of the pavement programs is to slow down wear and tear on airport pavement by completing regular maintenance. These programs help public airports across the state take care of their pavement, and can add many years to how long airport pavement lasts.
Why This Program Matters
PEP and PMP are key parts of Oregon’s aviation system. They support a long-term way to care for airport pavement. The program helps both local airports and the state’s transportation system. As costs go up and aviation needs change, it’s more important than ever to keep investing in regular maintenance. This helps make sure Oregon’s airports stay safe and reliable for communities all over the state.
