Per State Chief Procurement Officer (State CPO) directive, this certificate is designed to meet the legislative mandate for procurement training in ORS 279A.159 for those who administer a public contract for a state contracting agency. This free online course includes the following topics:

Fundamentals of procurement ($10,000 - $150,000) - IN CLASS
This interactive class will focus on procuring goods and services costing over $10,000 and below $150,000, with emphasis on statutory requirements and industry standards. Topics related to purchasing practices such as market research and engotiations will also be discussed. If you conduct procurements over $150,000, take the Principles of Public Procurement class instead.

Fundamentals of Sustainable Procurement
This class will focus on procuring goods and services in a sustainable manner in accordance with the Oregon Sustainability Act of 2001. Topics related to sustainable procurement will be discussed, such as what is sustainable procurement, and what does it mean to state agencies? It is highly recommended that students complete DAS PS Principles of Public Procurement OR DAS PS Fundamentals of Procurement OR DAS PS Small Procurements before attending this learning event.

Market Research in Public Procurement
This course is focused upon using what students have learned in other classes about basic Market Research and moving beyond that to Market Analysis and Market Intelligence levels. Students will learn about available resources and tools to ultimately arrive at “best value” in public contracting. This learning event is designed to:
  • Help students define and write an overall market research purpose;
  • Aid students in determining a market research approach that aligns with their purpose and that will address any question(s) about the good or service;
  • Introduce students to some tools and considerations in Market Research and Analysis;
  • Have students utilize these tools and resources to collect relevant data and information and pull it into a concise market research report that will include making informed recommendations regarding factors such as: sourcing method, terms and conditions, evaluation criteria, pricing factors, risk considerations, specifications, etc.

Oregon Procurement Professionals who wish to earn an Oregon Procurement Advanced Certification (OPAC) must pass this exam with a score of 80 percent or better. There is a voluntary OPAC prep site available. The site has a study guide which you can download anytime.

OPIC Exam
Oregon Procurement Professionals who wish to earn an Oregon Procurement Intermediate Certification (OPIC) must pass this exam with a score of 80 percent or better. There is a voluntary OPIC informational site that has links to certification related websites as well as an Intermediate Exam Study Guide. Further information concerning certification can be found online.

Oregon public procurement basic (OPBC) exam
Students who wish to earn an Oregon Procurement Basic certification must pass this exam with a score of 80 percent or better and earn 75 contact hours in coursework. Refer to OPBC requirements for more information.
Principles of public procurement - IN CLASS
This foundational course teaches the basics of Oregon public procurement. It requires students to participate in in-class presentations and exercises, and complete homework assignments consisting of online learning events and topical research. By the end of the course students will understand the underlying philosophy, principles, and rationale for the rules and processes that govern Oregon public procurement.

Principles of public procurement - WEBINAR
This foundational course teaches the basics of Oregon public procurement. The ONLINE WEBINAR requires students to use the free Adobe Connect service to participate in live presentations and exercises. Homework assignments consist of online learning events and topical research. By the end of the course students will understand the fundamental philosophies, principles, and rationales for the rules and processes that govern Oregon public procurement.

Procurement rules briefing
This 60 - 90 minute FREE briefing is for any state employee who needs to know about revisions to ORS 279 A,B,C and related DAS rules that impact day-to-day procurement practices. This briefing is recommended for all state purchasing, contracts, project managers or support staff who manage aspects of the procurement process.

Small Procurements
This course explores the method and procedure for conducting a Small Procurement (up to $10,000) in accordance with Oregon Revised Statute and Oregon Administrative Rules. Topics covered include procurement authority, sourcing methods, and procurement thresholds.

Using statewide price agreements
This class is based on DAS rules and is applicable to state agencies under DAS procurement authority. The 3.5-hour class explains how to use statewide price agreements, provides practical tips, and solving "price agreement mysteries".

This class uses the statement of work writing guide to develop a statement of work. Students will learn the steps to organize and develop content including:
  • How to determine weak points
  • What questions to ask
  • Valuable writing tips
  • How to use terms such as shall-must-may-will
