Statewide SPOTS

The State P-Card of Oregon Transaction System (SPOTS) is a joint effort between Office of the State Controller and Procurement Services. SPOTS provides state government with a low cost way to procure and pay for goods and services. We maintain an agreement with US Bank that provides state agencies with the ability to issue VISA Corporate Purchase cards to state employees.

Training

OSC Financial Business Systems developed a self-directed SPOTS training in Workday Learning for Approving Officers and SPOTS Coordinators.  Agencies that do not have their own agency-specific training can use this for their credit card users and other people involved in the SPOTS card program.  This training meets the requirement in the OAM 55.30.00.  The following link will take you directly to the course in Workday: SPOTS Card Training Presentation.

Merchants Accepting Credit Cards

Agencies may ask any vendor, including price agreement contractors, if they will accept credit cards. If they do, the products purchased with the credit card must be at the same price, terms and conditions as those listed in the price agreement documents.

Bank Access

Agencies can download spend information as well as monthly card statements from Access Online, US Bank's web-based system.

Emergency Use

Using SPOTS cards during an emergency provides information for business continuity planning.
