Every public purchase is a chance to build a more inclusive and representative economy. Oregon is working to ensure that state dollars support a wide range of businesses across the state, including those certified through programs that promote equity and opportunity.
This dashboard illustrates how that work is taking shape by showing where state dollars are going and the types of businesses involved. It supports transparency, reflection, and continued progress toward equitable purchasing across the state.

Definitions and Acronyms
COBID: Certification Office of Business Inclusion and Diversity of Business Oregon; the COBID office certifies minority-owned, woman-owned, veteran-owned, and emerging small businesses interested in contracting with state, county, and city government agencies. Certifications offered are listed below. Please see the COBID website for more details.
- ESB: Emerging Small Business
- DBE: Disadvantaged Business Enterprise
- MBE: Minority Business Enterprise

Data Overview
General Exclusion Criteria: Data determined to meet any of the following criteria were excluded from the dashboard. See the Technical Notes section for a detailed explanation of how procurements were flagged to be excluded.
- Statewide Price Agreements
- Releases off of price agreements and contracts
- Purchase Orders in which the funding source is a grant
- Procurements awarded outside the reporting period
- Procurements marked as cancelled
- Work order contracts
- Oregon Forward Contracts
- ORS 190 Agreements
- Data outliers*
COBID-certified Business: A business was considered COBID-certified for the purposes of this dashboard if they held at least one COBID certification at time the procurement was published in OregonBuys. This date is found in the Sent Date field of OregonBuys.
Dollars Awarded: For a given procurement, the dollar amount is sourced from one of two fields in OregonBuys depending on the procurement type. The Blanket Dollar Limit field is used for master blanket purchase orders (MBPOs). The Purchase Order Total Amount (POTA) field is used for direct open market and open market purchase orders. The POTA field is automatically calculated within the OregonBuys system and contains the total sum of all item dollar amounts listed in the respective purchase order. Note: Open market purchase orders were part of
OregonBuys Phase II features launched in waves across agencies over a 2-year period so spikes in purchasing as agencies adopted the new functionality may be noted in the data.
